HOUSE JOINT RESOLUTION

WHEREAS, The Illinois Lottery was established in 1974; and

WHEREAS, The Illinois Lottery gives players a chance to dream big while supporting communities across Illinois; and

WHEREAS, Twenty-five cents of every dollar spent on the lottery goes to fund public education, infrastructure projects, and other special causes; and

WHEREAS, Since 1985, the Illinois Lottery has contributed more than $21 billion in revenue to the State of Illinois; and

WHEREAS, The Illinois Lottery currently has nine special cause instant tickets to support, the Special Olympics, multiple sclerosis, HIV/AIDS, veterans organizations, breast cancer awareness, education and research, police memorials, homeless prevention, STEM education, and Alzheimer's disease; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there is created the Illinois Lottery Special Cause Instant Ticket Task Force whose purpose is the following:

(1) To identify the amount of funds each recipient organization has derived from its Lottery special cause ticket annually since its ticket was first sold;

(2) To identify the portion of each recipient organizations' annual income that is derived from its Lottery special cause ticket;

(3) To identify the amount of net proceeds derived from non-special cause tickets at the same price points as the special cause tickets for the same periods the special cause tickets have been sold;

(4) To identify the difference in net proceeds between the non-special cause and special cause tickets; and

(5) To identify more effective options for funding the recipient organizations, through Lottery proceeds or otherwise, if the special cause tickets do not generate revenue consistent with non-special cause tickets; and be it further

RESOLVED, That the Task Force shall consist of the following members:

(1) The Governor or his or her designee, who will serve as Chair;

(2) The Acting Director of the Illinois Lottery or his or her designee;

(3) Two members of the House of Representatives, one appointed by the Speaker and one by the Minority Leader;

(4) Two members of the Senate, one appointed by the President and one by the Minority Leader; and

(5) Four members appointed by the Governor or his or her designee, who are residents of the State of Illinois and represent public and private organizations who have experience in (1) public accounting, (2) oversight of a not-for-profit organization, (3) lottery private management, and (4) supplying lottery instant tickets to the Illinois Lottery; and be it further

RESOLVED, That the Task Force members shall serve without compensation; if a vacancy occurs, a replacement shall be appointed by the Chair of the Task Force; and be it further

RESOLVED, That the Task Force will have three scheduled meetings, but otherwise shall meet at the call of the Chair; and be it further

RESOLVED, That in addition to whatever policies or procedures it may adopt, all operations of the Task Force will be subject to the provision of the Illinois Freedom of Information Act (5 ILCS 140/1 et seq.) and the Illinois Open Meeting Act (5 ILCS 120/1 et seq.); and be it further

RESOLVED, That the Illinois Lottery shall provide administrative support; and be it further

RESOLVED, That the Task Force shall submit its final report to the Governor and General Assembly by December 31, 2022, and upon the filing of its report, the Task Force is dissolved.
