| ||||||
2 | WHEREAS, The State of Illinois has identified the need to | ||||||
3 | create a local, sustainable, accessible, fair, and healthy | ||||||
4 | food system in order to provide healthy food choices in | ||||||
5 | State-funded facilities; and
| ||||||
6 | WHEREAS, The State of Illinois is committed to improving | ||||||
7 | the health of all its residents and to promoting a safe, | ||||||
8 | healthy, and fair work environment for its workforce; and
| ||||||
9 | WHEREAS, The Good Food Purchasing Program (GFPP) was | ||||||
10 | developed in 2012 to provide an incentive to public | ||||||
11 | institutions to procure Good Food produced through | ||||||
12 | values-driven purchasing standards; and
| ||||||
13 | WHEREAS, GFPP defines Good Food as food that is healthy, | ||||||
14 | affordable, fair, and sustainable and is produced, processed, | ||||||
15 | distributed, and recycled locally using the principles of | ||||||
16 | environmental stewardship, meets the Dietary Guidelines for | ||||||
17 | Americans, and is available to purchase for all income levels; | ||||||
18 | and | ||||||
19 | WHEREAS, Good Food values prioritize nutrition, | ||||||
20 | affordability, locality, and sustainable production practices, | ||||||
21 | including sound environmental practices, fair prices for |

1 | producers, safe and fair working conditions for employees, and | ||||||
2 | humane conditions for animals; and | ||||||
3 | WHEREAS, All participants in the GFPP food supply chain | ||||||
4 | receive fair compensation and fair treatment and are free from | ||||||
5 | exploitation; and | ||||||
6 | WHEREAS, Good Food Purchasing refers to the sourcing and | ||||||
7 | purchasing of foods and beverages and food and beverage | ||||||
8 | service contracts procured by the State of Illinois; and
| ||||||
9 | WHEREAS, In practicing Good Food Purchasing policies, the | ||||||
10 | State of Illinois will help support a regional food system | ||||||
11 | that is ecologically sound, economically viable, and racially | ||||||
12 | and socially equitable and has an impact on the availability | ||||||
13 | of local, sustainable food; and

14 | WHEREAS, It is recognized that the significant buying | ||||||
15 | power of public institutions across the country can reform the | ||||||
16 | food system, create opportunities for smaller farmers and | ||||||
17 | low-income entrepreneurs to thrive, provide just compensation | ||||||
18 | and fair treatment for food chain workers, support sustainable | ||||||
19 | farming practices, reward good environmental stewardship, and | ||||||
20 | increase access to fresh and healthy foods; therefore, be it

21 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |

1 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
2 | SENATE CONCURRING HEREIN, that we embrace the principles of | ||||||
3 | the Good Food Purchasing Program as a strategy to help improve | ||||||
4 | our region's food system through the adoption and | ||||||
5 | implementation of Good Food Purchasing Standards; and be it | ||||||
6 | further | ||||||
7 | RESOLVED, That there is created the Illinois Good Food | ||||||
8 | Purchasing Policy Task Force to study the current procurement | ||||||
9 | of food within the State and explore how Good Food Purchasing | ||||||
10 | can be implemented to maximize the procurement of healthy | ||||||
11 | foods that are sustainably, locally, and equitably sourced; | ||||||
12 | and be it further | ||||||
13 | RESOLVED, That the Task Force shall consist of the | ||||||
14 | following members, who shall serve without compensation: | ||||||
15 | (1) The Lieutenant Governor or his or her designee; | ||||||
16 | (2) The Speaker of the House of Representatives or his | ||||||
17 | or her designee; | ||||||
18 | (3) The Minority Leader of the House of | ||||||
19 | Representatives or his or her designee; | ||||||
20 | (4) The Senate President or his or her designee; | ||||||
21 | (5) The Senate Minority Leader or his or her designee; | ||||||
22 | (6) One member nominated by a statewide local food | ||||||
23 | advocacy organization and appointed by the Lt. Governor; | ||||||
24 | (7) One member nominated by a national multi-sector |

7 | (10) One member nominated by a statewide labor | ||||||
8 | organization that represents food workers and appointed by | ||||||

10 | (11) One member nominated by a national farm-animal | ||||||
11 | welfare organization and appointed by the Lt. Governor; | ||||||
12 | (12) The Director of the Department of Commerce and | ||||||
13 | Economic Opportunity or his or her designee; | ||||||
14 | (13) The Director of the Environmental Protection | ||||||
15 | Agency or his or her designee; | ||||||
16 | (14) The Director of the Department of Public Health | ||||||
17 | or his or her designee; | ||||||
18 | (15) The Director of the Department of Natural | ||||||
19 | Resources or his or her designee; | ||||||
20 | (16) The Chief Procurement Officer for General | ||||||
21 | Services or his or her designee; | ||||||
22 | (17) The Chief Procurement Officer for Higher | ||||||
23 | Education or his or her designee; | ||||||
24 | (18) The Chief Procurement Officer for the Secretary | ||||||
25 | of State's Office or his or her designee; | ||||||
26 | (19) The Chief Procurement Officer for the Department |

6 | (22) The Director of the Department of Agriculture or | ||||||
7 | his or her designee; and be it further | ||||||
8 | RESOLVED, That the Department of Agriculture shall provide | ||||||
9 | administrative support for the Task Force; and be it further | ||||||
10 | RESOLVED, That the Task Force members shall select a | ||||||
11 | chairperson at the first meeting; and be it further | ||||||
12 | RESOLVED, That the Task Force shall submit an interim | ||||||
13 | report to the Governor and the General Assembly no later than | ||||||
14 | January 1, 2022; and be it further

15 | RESOLVED, That the Task Force shall submit its final | ||||||
16 | report to the Governor and the General Assembly no later than | ||||||
17 | January 1, 2023 and is dissolved upon the filing of its final | ||||||
18 | report.
