HOUSE JOINT RESOLUTION

 
2    WHEREAS, It is highly fitting that the Illinois General
3Assembly pays respect to Captain Jacob "Jake" Ringering by
4honoring him with a memorial highway; and
 
5    WHEREAS, Jake Ringering passed away in the line of duty on
6March 5, 2019 at the age of 37; he was born on December 14,
71981 in Alton; he graduated from East Alton Wood River High
8School in 2000 and from Lewis & Clark Community College in 2004
9with an Associate's Degree in Fire Science; he also earned his
10Emergency Medical Technician License; and
 
11    WHEREAS, Jake Ringering began his long career as a
12firefighter in East Alton on February 20, 2001; he was hired as
13a career firefighter at East Alton on December 20, 2005; on
14August 5, 2010, he was hired as a career firefighter with the
15Godfrey Fire Protection District, where he attained the rank
16of lieutenant on March 27, 2013 and captain on May 1, 2014; and
 
17    WHEREAS, Jake Ringering was the technical rescue officer,
18respiratory protection officer, and lead instructor for the
19Godfrey Fire Protection District; he earned Illinois Office of
20the State Fire Marshal Certification in Firefighter II,
21Firefighter III, Basic Operations Firefighter, Advanced
22Technician Firefighter, Fire Officer I, Hazardous Materials

1Awareness, Technical Rescue Awareness, Fire Service Vehicle
2Operator, Fire Apparatus Engineer, Vehicle and Machinery
3Operations, Rescue Specialist-Confined Space, Hazardous
4Materials First Responder Operations, Rope Operations, Fire
5Service Instructor I, Fire Service Instructor II, Fire
6Investigator, and Rescue Specialist-Vertical II/High Angle;
7and
 
8    WHEREAS, As a result of his dedication to public service,
9Jake Ringering impacted many lives, and countless individuals
10are alive today as a testament; he served as president of the
11Godfrey Firefighters Local 1692 and taught fire science at
12Lewis & Clark Community College; he was also a
13trainer/instructor through Max Fire Training and a member of
14St. Mary's Catholic Church in Alton; and
 
15    WHEREAS, Jake Ringering was preceded in death by his
16grandparents, Lucien and Majorie Ringering, and Captain Ed
17Ballard; and
 
18    WHEREAS, At the time of his death, Jake Ringering was
19survived by his wife, Allison Ringering; his children, Nora
20Marie Ringering, Elaina Lynn Ringering, and Logan Jacob
21Ringering; his parents, Robin Ballard Disney and her husband,
22Reverend Stephen Disney, and Larry Ringering and his wife,
23Jan; his brother, Chris Stratton (Richel); his sister, Julie

1Downs (Jedediah); his grandmother, Thelma Ballard; Allison's
2parents, Robert and Susan Budde; his sister-in-law, Andrea
3Budde; his brother-in-law, Andrew Budde; his nieces and
4nephews, Jaden, Jerald, Jolene, and Jacqueline Downs, Landon
5and Levi Stratton, and Jackson Budde; and numerous aunts,
6uncles, and cousins; and
 
7    WHEREAS, Jake Ringering was the most devoted husband and
8father to his family and always put them first in his life; he
9was a leader and always wanted to help others; he was a loving
10son, brother, and in-law, who never met a stranger; he was
11loved by many people, and everyone he met called him a friend;
12therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
15SENATE CONCURRING HEREIN, that we designate West Delmar Avenue
16in Godfrey as it travels between Pierce Lane and Valhalla
17Cemetery as "The Captain Jake Ringering Memorial Highway"; and
18be it further
 
19    RESOLVED, That the Illinois Department of Transportation
20is requested to erect at suitable locations, consistent with
21State and federal regulations, appropriate plaques or signs
22giving notice of the name "The Captain Jake Ringering Memorial
23Highway"; and be it further

1    RESOLVED, That suitable copies of this resolution be
2presented to the family of Captain Jake Ringering, the
3Secretary of the Illinois Department of Transportation, and
4the Mayor of the Village of Godfrey.
