SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Career and Technical Education Center Act. Provides that a school district, in partnership with other school districts, community colleges, universities, local industries and employers, unions, police departments, fire departments, and community-based organizations, may establish a career and technical education center that is eligible for a grant if specified requirements are met. Subject to appropriation or other available federal or private funding, authorizes the State Board of Education to provide grants to career and technical education centers that meet the specified requirements. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Career
5and Technical Education Center Act.
 
6    Section 5. Purpose. The purpose of this Act is to
7establish career and technical education centers that
8integrate learners seeking preparation for the jobs and
9technical careers of the future with industry specific
10workplace opportunities, competencies, and career and
11technical education with core academic subjects.
 
12    Section 10. Establishment. A school district, in
13partnership with other school districts, community colleges,
14universities, local industries and employers, unions, police
15departments, fire departments, and community-based
16organizations, may establish a career and technical education
17center that is eligible for a grant under this Act if the
18career and technical education center meets all of the
19following requirements:
20        (1) The career and technical education center must
21    have a minimum 5-clock-hour day, as required under Section
22    10-19.05 of the School Code, and be under the direct

1    supervision of teachers.
2        (2) The career and technical education center must be
3    at least a 2-year school.
4        (3) The career and technical education center must be
5    available for use by an affiliated community college for
6    adult learners within a school program for grades 10
7    through 12 that is organized around a career theme and
8    operated as a business-education partnership.
9        (4) The career and technical education center must be
10    a career-oriented program that uses the direct involvement
11    of local employers to provide students with the education
12    and skills needed for employment.
13        (5) The career and technical education center must be
14    a standards-based educational program that prepares
15    students both academically and technically for entrance
16    into postsecondary education or careers in a selected
17    field.
18        (6) The curriculum of the career and technical
19    education center must be based on the Illinois Learning
20    Standards and work-site training, which must provide
21    students with learning experiences for entry-level
22    employment in the local job market and lifelong learning
23    skills for higher education.
 
24    Section 15. Grants. Subject to appropriation or other
