SYNOPSIS AS INTRODUCED:
Appropriates $22,682,800 from the General Revenue Fund to the State Board of Elections for operational expenses, grants, and reimbursements for the fiscal year ending June 30, 2023. Appropriates $4,954,000 from the Personal Property Tax Replacement Fund to the State Board of Elections for specified purposes. Reappropriates $14,525,000, or so much of those amounts as may be necessary and remains unexpended at the close of business on June 30, 2022, from an appropriation made for specified purposes in Public Act 102-0017. Effective July 1, 2022.

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. In addition to other sums appropriated, the sum of $22,682,800, or so much of that sum as may be necessary, is appropriated from the General Revenue Fund to the State Board of Elections for operational expenses, grants, and reimbursements for the fiscal year ending June 30, 2023.
Section 10. The following amounts, or so much of those amounts as may be necessary, respectively, are appropriated from the Personal Property Tax Replacement Fund to the State Board of Elections for its ordinary and contingent expenses as follows:
For reimbursement to counties for increased compensation
judges and other election officials, as provided in
Public Acts 81-850, 81-1149, and 90-672 – Election
Day Judges only............................... $4,200,000
For payment of lump sum awards to county clerks, county
recorders, and chief election clerks as a compensation for
additional duties required of such officials by consolidation
of elections law, as provided in Public Acts 82-691
and 90-713..................................... $754,000
Total $4,954,000
Section 15. The following amounts, or so much of those amounts as may be necessary and remains unexpended at the close of business on June 30, 2022, from an appropriation heretofore made for that purpose in Section 15 of Article 38 of Public Act 102-0017, are reappropriated from the Help Illinois Vote Fund to the State Board of Elections for implementation of the Help America Vote Act of 2002:
For the implementation of the Statewide Voter Registration
system, as required by Section 1A-25 of the Election Code,
including maintenance of the
IDEA/VISTA program............................. $621,000
For administrative costs and discretionary grants to local
election authorities under Section 101 of the Health America
Vote Act of 2002................................. $91,300
For administrative costs and discretionary grants to local
election authorities under the 2018 & 2020 HAVA Election
Security Grant............................... $13,812,700
Total $14,525,000.
Section 99. Effective date. This Act takes effect July 1, 2022.
