Creates the State Procurement Task Force Act. Establishes the State Procurement Task Force. Provides that the Task Force shall survey State procurement process and make recommendations for specified purposes. Provides for membership of the Task Force. Provides that members shall serve without compensation. Provides for meetings of the Task Force. Provides for administrative support for the Task Force. Provides that on or before January 1, 2024, the Task Force shall submit a report of its findings and recommendations on its survey of State procurement processes to the Governor and the General Assembly. Repeals the Act on January 1, 2025. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the State |
5 | | Procurement Task Force Act. |
6 | | Section 5. State Procurement Task Force.
|
7 | | (a) There is hereby created the State Procurement Task |
8 | | Force.
|
9 | | (b) The Task Force shall survey State procurement process |
10 | | and make recommendations to: (i) ensure that the process is |
11 | | equitable and efficient; (ii) provide departments with the |
12 | | flexibility needed to be successful; and (iii) increase |
13 | | women-owned and minority-owned business participation.
|
14 | | (c) The Task Force shall consist of the following members:
|
15 | | (1) four members appointed one each by the Speaker of |
16 | | the House of Representatives, the President of the Senate, |
17 | | the Minority Leader of the House of Representatives, and |
18 | | the Minority Leader of the Senate;
|
19 | | (2) one member nominated by the Illinois Legislative |
20 | | Black Caucus, appointed by the Speaker of the House of |
21 | | Representatives;
|
22 | | (3) one member nominated by the Illinois Legislative |
23 | | Latino Caucus, appointed by the Speaker of the House of |
