Amends the Police and Community Relations Improvement Act. Provides that each law enforcement agency shall adopt a written policy regarding drug and alcohol testing when the conduct of a law enforcement officer results in great bodily harm to or the death of another person (now, only following an officer-involved shooting). Provides that the written policy must include: (1) that each law enforcement officer whose conduct resulted in great bodily harm to or the death of another person must submit to drug and alcohol testing, including, without limitation, testing for the use of cannabis, prescription drugs, and illegal drugs; and (2) the drug and alcohol testing must be completed as soon as practicable after the conduct of the law enforcement officer that resulted in great bodily harm to or the death of another person, but no later than the end of the involved officer's shift or tour of duty.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Police and Community Relations Improvement |
5 | | Act is amended by changing Section 1-25 as follows: |
6 | | (50 ILCS 727/1-25) |
7 | | Sec. 1-25. Drug and alcohol testing. |
8 | | (a) As used in this Section, "officer-involved shooting" |
9 | | means any instance when a law enforcement officer discharges |
10 | | his or her firearm, causing injury or death to a person or |
11 | | persons, during the performance of his or her official duties |
12 | | or in the line of duty. |
13 | | (b) Each law enforcement agency shall adopt a written |
14 | | policy regarding drug and alcohol testing following an |
15 | | officer-involved shooting or when the conduct of a law |
16 | | enforcement officer results in great bodily harm to or the |
17 | | death of another person . The written policy adopted by the law |
18 | | enforcement agency must include the following requirements: |
19 | | (1) each law enforcement officer who is involved in an |
20 | | officer-involved shooting or whose conduct resulted in |
21 | | great bodily harm to or the death of another person must |
22 | | submit to drug and alcohol testing , including, but not |
23 | | limited to, testing for the use of cannabis, prescription |
