1 | AN ACT concerning transportation.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||
4 | Section 5. The Illinois Vehicle Code is amended by | |||||||||||||||||||
5 | changing Section 11-711 as follows:
| |||||||||||||||||||

7 | Sec. 11-711. Restrictions on use of controlled access | |||||||||||||||||||
8 | highway.

9 | (a) No person may drive a vehicle onto or from any | |||||||||||||||||||
10 | controlled access
highway except at entrances and exits | |||||||||||||||||||
11 | established by public authority.
| |||||||||||||||||||
12 | (b) The Department with respect to any controlled access | |||||||||||||||||||
13 | highway under
its jurisdiction may prohibit the use of any | |||||||||||||||||||
14 | such highways by pedestrians
(except in authorized areas or | |||||||||||||||||||
15 | facilities), bicycles, farm tractors,
implements of husbandry, | |||||||||||||||||||
16 | funeral processions, and any vehicle unable to
maintain the | |||||||||||||||||||
17 | minimum speed for which the highway is posted, or other
| |||||||||||||||||||
18 | non-motorized traffic or by any person operating a motor | |||||||||||||||||||
19 | driven cycle. The
Department may also prohibit the use of such | |||||||||||||||||||
20 | highway to school buses
picking up and discharging children | |||||||||||||||||||
21 | and mail delivery vehicles picking up
or delivering mail. The | |||||||||||||||||||
22 | Department shall erect and maintain official signs
on the | |||||||||||||||||||
23 | controlled access highway on which such prohibitions are |

and when so erected no person may disobey the | ||||||
2 | restrictions stated on such
sign.
| ||||||
3 | (c) A person may not knowingly operate a vehicle in a | ||||||
4 | manner that impedes, blocks, obstructs, or otherwise | ||||||
5 | interferes with the movement of another driver or operator | ||||||
6 | upon an expressway or controlled access highway. A person who | ||||||
7 | violates this subsection is guilty of a Class A misdemeanor. | ||||||
