AMENDMENT TO HOUSE BILL 5385 




2    AMENDMENT NO. ______. Amend House Bill 5385, AS AMENDED, 
3by replacing everything after the enacting clause with the 
4following:

 
 
5    "Section 5. The Department of Veterans' Affairs Act is 
6amended  by adding Section 16 as follows:
 
7    (20 ILCS 2805/16 new)
8    Sec. 16. SkillBridge program. Subject to appropriation for 
9this purpose, the Department shall serve as the State's 
10principal assistance organization under the United States 
11Department of Defense's SkillBridge program for employers and 
12transitioning service members. As the State's principal 
13assistance organization under the United States Department of 
14Defense's SkillBridge program for qualified businesses in this 
15State and for transitioning service members who reside in, or 
16who wish to reside in, this State, the Department shall:

1        (1) establish and maintain, as applicable, its 
2    certification for the SkillBridge program or any other 
3    similar workforce training and transition programs 
4    established by the United States Department of Defense;
5        (2) educate businesses, business associations, and 
6    transitioning service members regarding the SkillBridge 
7    program and its benefits, and educate military command and 
8    personnel within the State on the opportunities available 
9    to transitioning service members through the SkillBridge 
10    program;
11        (3) assist businesses in obtaining approval for 
12    skilled workforce training curricula under the SkillBridge 
13    program, including, but not limited to, apprenticeships, 
14    internships, or fellowships; and
15        (4) match transitioning service members who are deemed 
16    eligible for SkillBridge participation by their military 
17    command with training opportunities offered by 
18    participating businesses, with the intent of having 
19    transitioning service members achieve gainful employment 
20    in this State upon completion of their SkillBridge 
21    training.
22    The Department may adopt any rules necessary to implement 
23this Section.".
