1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Budget Law of the Civil
5Administrative Code of Illinois is amended by changing Section
650-25 as follows:
 
7    (15 ILCS 20/50-25)
8    Sec. 50-25. Statewide prioritized goals. For fiscal year
92012 and each fiscal year thereafter, prior to the submission
10of the State budget, the Governor, in consultation with the
11appropriation committees of the General Assembly and,
12beginning with budgets prepared for fiscal year 2013, the
13commission established under this Section, shall: (i)
14prioritize outcomes that are most important for each State
15agency of the executive branch under the jurisdiction of the
16Governor to achieve for the next fiscal year and (ii) set goals
17to accomplish those outcomes according to the priority of the
18outcome. There must be a reasonable number of annually defined
19statewide goals defining State priorities for the budget. Each
20goal shall be further defined to facilitate success in
21achieving that goal. No later than July 31 of each fiscal year
22beginning in fiscal year 2012, the Governor shall establish a
23commission for the purpose of advising the Governor in setting

1those outcomes and goals, including the timeline for achieving
2those outcomes and goals. The commission shall be a
3well-balanced group and shall be a manageable size. The
4commission shall hold at least 2 in-person public meetings
5during each fiscal year. One meeting shall be held in the City
6of Chicago and one meeting shall be held in the City of
7Springfield. The commission may choose by a majority vote of
8its members to hold one virtual meeting, which is open to the
9public and over the Internet, in lieu of the 2 in-person public
10meetings required under this Section. By November 1 of each
11year, the commission shall submit a report to the Governor and
12the General Assembly setting forth recommendations with
13respect to the Governor's proposed outcomes and goals. The
14report shall be published on the Governor's Office of
15Management and Budget's website. In its report, the commission
16shall propose a percentage of the total budget to be assigned
17to each proposed outcome and goal. The commission shall also
18review existing mandated expenditures and include in its
19report recommendations for the termination of mandated
20expenditures. The General Assembly may object to the
21commission's report by passing a joint resolution detailing
22the General Assembly's objections.
23    In addition, each other constitutional officer of the
24executive branch, in consultation with the appropriation
25committees of the General Assembly, shall: (i) prioritize
26outcomes that are most important for his or her office to

1achieve for the next fiscal year and (ii) set goals to
2accomplish those outcomes according to the priority of the
3outcome. The Governor and each constitutional officer shall
4separately conduct performance analyses to determine which
5programs, strategies, and activities will best achieve those
6desired outcomes. The Governor shall recommend that
7appropriations be made to State agencies and officers for the
8next fiscal year based on the agreed upon goals and
9priorities. Each agency and officer may develop its own
10strategies for meeting those goals and shall review and
11analyze those strategies on a regular basis. The Governor
12shall also implement procedures to measure annual progress
13toward the State's highest priority outcomes and shall develop
14a statewide reporting system that compares the actual results
15with budgeted results. Those performance measures and results
16shall be posted on the State Comptroller's website, and
17compiled for distribution in the Comptroller's Public
18Accountability Report, as is currently the practice on the
19effective date of this amendatory Act of the 96th General
20Assembly.

22    Section 99. Effective date. This Act takes effect upon
23becoming law.
