1 | AN ACT concerning education.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The School Code is amended by changing Section | ||||||
5 | 13B-20.5 and by adding Section 34-18.78 as follows:
| ||||||

7 | Sec. 13B-20.5. Eligible activities and services. | ||||||
8 | Alternative learning
opportunities programs
may include , | ||||||
9 | without limitation , evening high school, in-school tutoring | ||||||
10 | and
mentoring programs,
in-school suspension
programs, high | ||||||
11 | school completion programs to assist high school dropouts in
| ||||||
12 | completing their education, high school completion programs to | ||||||
13 | allow students eligible for remote learning under Section | ||||||
14 | 34-18.78 to complete their education while incarcerated in an | ||||||
15 | institution or facility of the Department of Corrections, | ||||||
16 | support services, parental
involvement programs, and
programs | ||||||
17 | to develop, enhance, or extend the transition for students
| ||||||
18 | transferring back to the regular
school program, an adult | ||||||
19 | education program, or a post-secondary education
program.

22 | Sec. 34-18.78. Pilot program for remote learning for |

1 | students in the custody of the Department of Corrections. The | ||||||
2 | board may offer the option of remote learning to allow a | ||||||
3 | student who is in the custody of the Department of Corrections | ||||||
4 | to successfully complete the course requirements necessary to | ||||||
5 | graduate from high school and receive a high school diploma. | ||||||
6 | The school district may offer a remote learning option to a | ||||||
7 | student if the student: | ||||||
8 | (1) is enrolled at Consuella B. York Alternative High | ||||||
9 | School at the time the student is transferred to a | ||||||
10 | Department of Corrections facility or institution or had | ||||||
11 | been enrolled at Consuella B. York Alternative High School | ||||||
12 | within the 6 months prior to being transferred to a | ||||||
13 | Department of Corrections facility or institution; and | ||||||
14 | (2) is within 2 school years of completing all of the | ||||||
15 | course requirements necessary to graduate from high school | ||||||
16 | and receive a high school diploma. | ||||||
17 | The Department of Corrections educators and security staff | ||||||
18 | shall be involved in assisting and supervising students | ||||||
19 | participating in the pilot program. The Department of | ||||||
20 | Corrections shall negotiate with all bargaining units involved | ||||||
21 | to ensure that the implementation of the pilot program is | ||||||
22 | consistent with collective bargaining agreements. | ||||||
23 | The school district may continue to offer the option of | ||||||
24 | remote learning to the student for up to one school year | ||||||
25 | following the student's release from the custody of the | ||||||
26 | Department of Corrections to allow the student to complete any |

1 | remaining course requirements necessary to graduate from high | ||||||
2 | school and receive a high school diploma. | ||||||
3 | The establishment of the pilot program described in this | ||||||
4 | Section is contingent upon there being provided to the | ||||||
5 | Department of Corrections sufficient appropriations to | ||||||
6 | implement and administer the program.

7 | Section 99. Effective date. This Act takes effect upon | ||||||
8 | becoming law.
