Amends the Department of Human Services Act. Requires the Department of Human Services to establish and administer a grant program to provide grants to licensed day care facilities that are open 24 hours a day and give priority to serving the children of first responders. Provides that program grants must be used to provide subsidized child care services to the children of first responders. Provides that day care facilities seeking grants under the program may apply to the Department in a form and manner prescribed by the Department. Provides that the Department may adopt any rules necessary to implement the program.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Department of Human Services Act is amended |
5 | | by adding Section 1-75 as follows: |
6 | | (20 ILCS 1305/1-75 new) |
7 | | Sec. 1-75. Grants; day care facilities; children of first |
8 | | responders. |
9 | | (a) As used in this Section, "first responder" includes: |
10 | | (1) emergency medical services personnel as defined in the |
11 | | Emergency Medical Services (EMS) Systems Act; (2) |
12 | | firefighters; and (3) law enforcement officers. |
13 | | (b) The Department of Human Services shall establish and |
14 | | administer a grant program to provide grants to licensed day |
15 | | care facilities that (1) are open 24 hours a day and (2) give |
16 | | priority to serving the children of first responders. Grants |
17 | | provided under the program must be used to provide subsidized |
18 | | child care services to the children of first responders. Day |
19 | | care facilities seeking grants under the program must apply to |
20 | | the Department in a form and manner prescribed by the |
21 | | Department. The Department may adopt any rules necessary to |
22 | | implement the program.
