Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to establish a grant program for local chambers of commerce. Provides that the Department shall allocate $5,000,000 as grants to eligible chambers of commerce in amounts equivalent to 2 months of lost revenue, or 1/6th of the annual lost revenue, between 2019 and 2020 from funds appropriated under the American Rescue Plan Act. Provides that eligible chambers of commerce must have less than 1,500 paid members. Provides for the adoption of rules.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Department of Commerce and Economic |
5 | | Opportunity Law of the
Civil Administrative Code of Illinois |
6 | | is amended by adding Section 605-1095 as follows: |
7 | | (20 ILCS 605/605-1095 new) |
8 | | Sec. 605-1095. Local chambers of commerce recovery grants. |
9 | | The Department of Commerce and Economic Opportunity shall |
10 | | establish a grant program for local chambers of commerce. From |
11 | | funds appropriated, directly or indirectly, from moneys |
12 | | received by the State from the Coronavirus State Fiscal |
13 | | Recovery Fund under the American Rescue Plan Act, the |
14 | | Department shall allocate $5,000,000 as grants to eligible |
15 | | chambers of commerce in amounts equivalent to 2 months of lost |
16 | | revenue, or 1/6th of the annual lost revenue, between 2019 and |
17 | | 2020. Eligible chambers of commerce must have less than 1,500 |
18 | | paid members. The Department shall adopt rules for the |
19 | | implementation of this Section.
