5 | | credit debt, and completing a loan application), budgeting, |
6 | | savings and investing, banking (including balancing a |
7 | | checkbook, opening a deposit account, and the use of interest |
8 | | rates), understanding simple contracts, State and federal |
9 | | income taxes, personal insurance policies, the
comparison of |
10 | | prices, higher education student loans, identity-theft |
11 | | security, and homeownership (including the basic process of |
12 | | obtaining a mortgage and the concepts of fixed and adjustable |
13 | | rate mortgages, subprime loans, and predatory lending), and |
14 | | (ii)
understanding the roles of consumers
interacting with |
15 | | agriculture, business, labor unions and government in
|
16 | | formulating and achieving the goals of the mixed free |
17 | | enterprise system.
The State Board of Education shall devise |
18 | | or approve the
consumer education curriculum for grades 9 |
19 | | through 12 and specify the
minimum amount of instruction to be |
20 | | devoted thereto.

21 | | (a-5) In this subsection (a-5), "approved costs" means any |
22 | | costs necessary to meet the additional requirements adopted by |
23 | | the State Board of Education under this subsection (a-5). |
24 | | Beginning with the 2024-2025 school year, a school |
25 | | district shall require an individual to have a professional |
26 | | educator license with a validation in financial literacy to |

1 | | provide financial literacy instruction under this Section, |
2 | | unless the individual holds a professional educator license |
3 | | with an endorsement in social studies, family and consumer |
4 | | sciences, or business education. |
5 | | To obtain a validation in financial literacy, an |
6 | | individual shall hold a valid professional educator license |
7 | | and meet additional requirements for validation adopted by the |
8 | | State Board of Education. Prior to adopting rules to establish |
9 | | a financial literacy validation on a professional educator |
10 | | license, the State Board of Education shall establish and |
11 | | consult with an advisory committee of at least 4 classroom |
12 | | teachers and one expert in financial literacy instruction for |
13 | | classroom teachers. The classroom teachers on the advisory |
14 | | committee shall include representatives of mathematics |
15 | | teachers, social studies teachers, business teachers, and |
16 | | consumer sciences teachers. |
17 | | Each school district shall cover the costs necessary for |
18 | | an individual employed by the district to receive a validation |
19 | | in financial literacy. The school district may seek |
20 | | reimbursement from the High School Financial Literacy Fund to |
21 | | cover the approved costs. |
22 | | (b) (Blank).

23 | | (c) The High School Financial Literacy Fund is created as |
24 | | a special fund in the State treasury. State funds and private |
25 | | contributions for the promotion of financial literacy shall be |
26 | | deposited into the High School Financial Literacy Fund. All |

1 | | money in the High School Financial Literacy Fund shall be |
2 | | used, subject to appropriation, by the State Board of |
3 | | Education to award grants to school districts for the |
4 | | following: |
5 | | (1) Defraying the costs of financial literacy training |
6 | | for teachers , including the approved costs, as defined in |
7 | | subsection (a-5) of this Section, of receiving a |
8 | | validation under subsection (a-5) of this Section. |
9 | | Reimbursement under this paragraph (1) shall be the lesser |
10 | | of $500 or the total approved costs incurred by the |
11 | | qualifying educator . |
12 | | (2) Rewarding a school or teacher who wins or achieves |
13 | | results at a certain level of success in a financial |
14 | | literacy competition. |
15 | | (3) Rewarding a student who wins or achieves results |
16 | | at a certain level of success in a financial literacy |
17 | | competition. |
18 | | (4) Funding activities, including books, games, field |
19 | | trips, computers, and other activities, related to |
20 | | financial literacy education. |
21 | | In awarding grants, every effort must be made to ensure |
22 | | that all geographic areas of the State are represented. |
23 | | Each school district seeking reimbursement under paragraph |
24 | | (1) of this subsection (c) shall report to the State Board of |
25 | | Education, in a form and manner determined by the State Board |
26 | | of Education, the number of teachers employed by the school |

1 | | district who, during the reporting period, met the additional |
2 | | requirements adopted by the State Board of Education for a |
3 | | validation in financial literacy. If moneys in the High School |
4 | | Financial Literacy Fund are insufficient to cover all requests |
5 | | for reimbursement under paragraph (1) of this subsection (c), |
6 | | the State Board of Education may limit the number of teachers |
7 | | for which a school district may request reimbursement or may |
8 | | prorate reimbursement amounts as necessary to pay all |
9 | | reimbursement requests. |
10 | | (d) A school board may establish a special fund in which to |
11 | | receive public funds and private contributions for the |
12 | | promotion of financial literacy. Money in the fund shall be |
13 | | used for the following: |

9 | | and, beginning with pupils entering the 9th grade in the |
10 | | 2016-2017 school year and each school year thereafter, at |
11 | | least one semester must be civics, which shall help young |
12 | | people acquire and learn to use the skills, knowledge, and |
13 | | attitudes that will prepare them to be competent and |
14 | | responsible citizens throughout their lives. Civics course |
15 | | content shall focus on government institutions, the |
16 | | discussion of current and controversial issues, service |
17 | | learning, and simulations of the democratic process. |
18 | | School districts may utilize private funding available for |
19 | | the purposes of offering civics education. |
20 | | (6) One year chosen from (A) music, (B) art, (C) |
21 | | foreign language, which shall be deemed to include |
22 | | American Sign Language, (D) vocational education, or (E) |
23 | | forensic speech (speech and debate). A forensic speech |
24 | | course used to satisfy the course requirement under |
25 | | subdivision (1) may not be used to satisfy the course |
26 | | requirement under this subdivision (6). |

1 | | (f) The State Board of Education shall develop and inform |
2 | | school districts of standards for writing-intensive |
3 | | coursework.

4 | | (f-5) If a school district offers an Advanced Placement |
5 | | computer science course to high school students, then the |
6 | | school board must designate that course as equivalent to a |
7 | | high school mathematics course and must denote on the |
8 | | student's transcript that the Advanced Placement computer |
9 | | science course qualifies as a mathematics-based, quantitative |
10 | | course for students in accordance with subdivision (3) of |
11 | | subsection (e) of this Section. |
12 | | (g) This amendatory Act of 1983 does not apply to pupils |
13 | | entering the 9th grade
in 1983-1984 school year and prior |
14 | | school years or to students
with disabilities whose course of |
15 | | study is determined by an individualized
education program.

16 | | This amendatory Act of the 94th General Assembly does not |
17 | | apply

21 | | (h) The provisions of this Section are subject to the |

27-22.05 of this Code and the |

24 | | (i) The State Board of Education may adopt rules to modify |
25 | | the requirements of this Section for any students enrolled in |
26 | | grades 9 through 12 if the Governor has declared a disaster due |
