Amends the Department of Innovation and Technology Act. Provides that the Department of Innovation and Technology, in consultation with the Legislative Information System, shall establish and maintain government-issued email addresses for all members of the General Assembly, including the staff of such members, and for each State agency. Provides that each email address shall consist of a common government domain name that is particular to the member or Stage agency employee for which it is issued. Provides that any government-issued email address established for use by members of the General Assembly shall be used exclusively by members of the General Assembly when conducting business related to that member's service as a member of the General Assembly. Provides that personal email shall not be used by members to conduct government-related business. Provides for the adoption of rules.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Department of Innovation and Technology Act |
5 | | is amended by adding Section 1-70 as follows: |
6 | | (20 ILCS 1370/1-70 new) |
7 | | Sec. 1-70. Government-issued email address. |
8 | | (a) The Department, in consultation with the Legislative |
9 | | Information System, shall establish and maintain |
10 | | government-issued email addresses for all members of the |
11 | | General Assembly, including the staff of such members, and for |
12 | | each State agency. Each email address shall consist of a |
13 | | common government domain name that is particular to the member |
14 | | or Stage agency employee for which it is issued. |
15 | | (b) Any government-issued email address established for |
16 | | use by members of the General Assembly, whether preexisting or |
17 | | established under this Section, shall be used exclusively by |
18 | | members of the General Assembly when conducting business |
19 | | related to that member's service as a member of the General |
20 | | Assembly. Personal email shall not be used by members to |
21 | | conduct government-related business. |
22 | | (c) The Department shall adopt rules necessary for the |
23 | | implementation of this Section.
