SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Entertainment Industry Worker Training Program Act. Provides that the Department of Labor, in collaboration with the International Alliance of Theatrical Stage Employees Local 2, the International Alliance of Theatrical Stage Employees, the International Alliance of Theatrical Stage Employees' Midwest affiliates, and entities of the Chicago Entertainment Industry Labor Council, shall develop and establish an Entertainment Industry Worker Training Program. Provides that the Program shall include (i) a 3-year educational component that provides specific skill set training for 25 to 50 participants annually with a weekly stipend during the training and job referral services upon successful completion; and (ii) ongoing training for skilled professionals. Provides that subject to appropriation, the Department, in consultation with the International Alliance of Theatrical Stage Employees Local 2, shall purchase a building or renovate an existing building for the Entertainment Industry Worker Training Program. Provides that the building shall be located in an urban area and be within safe walking distance to public transportation. Provides that the Department may adopt any rules necessary to implement the Entertainment Industry Worker Training Program, including rules on qualification requirements.

1    AN ACT concerning employment.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Entertainment Industry Worker Training Program Act.
 
6    Section 5. Purpose. The purpose of this Act is as follows:
7        (1) to create an Entertainment Industry Worker
8    Training Program that will be a model for the nation, in
9    order to build a larger more diversified workforce, and to
10    meet the market demands for personnel and to support the
11    expansion of the industry;
12        (2) to create jobs with a skilled, trained, and
13    diverse workforce that will serve the growing
14    entertainment industry in Chicago and the State of
15    Illinois;
16        (3) to help create an awareness of, and a threshold
17    to, an entertainment industry career; and
18        (4) to provide a center for the entertainment industry
19    for ongoing training, both in updating entertainment
20    industry craft skills and providing seminars focused on
21    diversity, equity and inclusion, anti-harassment, and
22    modern workforce civility.

1    Section 10. Program. The Department of Labor, in
2collaboration with the International Alliance of Theatrical
3Stage Employees Local 2, the International Alliance of
4Theatrical Stage Employees, the International Alliance of
5Theatrical Stage Employees' Midwest affiliates, and entities
6of the Chicago Entertainment Industry Labor Council, shall
7develop and establish an Entertainment Industry Worker
8Training Program. The Program shall provide the following:
9        (1) A 3-year educational component that provides
10    specific skill set training for 25 to 50 participants
11    annually with a weekly stipend during the training and job
12    referral services upon successful completion. The
13    educational component shall include:
14            (A) diversity, equity-inclusion, and
15        anti-harassment training;
16            (B) rigging training, including motor and
17        computerized rigging in all theatrical settings;
18            (C) sound production training, including digital
19        audio;
20            (D) lighting training, including intelligent
21        lighting; and
22            (E) Occupational Safety and Health Administration
23        training and general workplace safety.
24        (2) Ongoing training for hundreds of skilled
25    professionals, so they can be more successful in their
26    fields, including, but not limited to, ongoing training

1    for stagehands, studio mechanics, hair and make-up
2    artists, wardrobe, television production workers,
3    cinematographers, editors, animators, scenic artists,
4    camera operators, and audio-visual workers.
5    Applicants to the program shall apply to the Department in
6a form and manner prescribed by the Department.
 
7    Section 15. Building. Subject to appropriation, the
8Department, in consultation with the International Alliance of
9Theatrical Stage Employees Local 2, shall purchase a building
10or renovate an existing building for trainings provided by the
11Entertainment Industry Worker Training Program. The building
12shall be located in an urban area within safe walking distance
13to public transportation.
 
14    Section 20. Rules. The Department may adopt any rules
15necessary to implement the Entertainment Industry Worker
16Training Program, including rules on qualification
17requirements.
