AMENDMENT TO HOUSE BILL 4716




2    AMENDMENT NO. ______. Amend House Bill 4716 by replacing 
3everything after the enacting clause with the following:



 
4    "Section 5. The School Code is amended  by changing Section 
527-24.9 as follows:
 
6    (105 ILCS 5/27-24.9)
7    Sec. 27-24.9. Driver education standards. The State Board 
8of Education, in consultation with the Secretary of State, an 
9association representing teachers of driver education, 
10students, education practitioners, including, but not limited 
11to, teachers in colleges of education, administrators, and 
12regional superintendents of schools, shall adopt rigorous 
13learning course content standards for the classroom and 
14laboratory phases of driver education for novice teen drivers 
15those persons under the age of 18 years, including, but not 
16limited to,  the Novice Teen Driver Education and Training

1Administrative Standards developed and written by the 
2Association of National Stakeholders in Traffic Safety 
3Education in affiliation with the National Highway 
4Transportation Safety Administration. The national learning 
5standards may be adapted to meet Illinois licensing and 
6educational requirements, including classroom and 
7behind-the-wheel hours and the cognitive, physiological, and 
8psychological aspects of , which shall include the safe 
9operation of a motor vehicle and equipment of motor vehicles. 
10As the national standards are updated, the Board shall update 
11these learning standards.
