Amends the Illinois Municipal Code. Provides that the Chicago Police Department shall equip patrol vehicles with water rescue equipment in each district that contains a public body of water. Limits home rule powers. Defines "water rescue equipment" as instrumentality needed to rescue a person in danger of drowning, including life jackets, life rings, throw bags, rafts, rescue poles, and rescue tubes.

1 | | AN ACT concerning local government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Municipal Code is amended by |
5 | | adding Section 11-1-15 as follows: |
6 | | (65 ILCS 5/11-1-15 new) |
7 | | Sec. 11-1-15. Water rescue equipment. |
8 | | (a) The Chicago Police Department shall equip patrol |
9 | | vehicles with water rescue equipment in each district that |
10 | | contains a public body of water. |
11 | | (b) The City of Chicago may not regulate water rescue |
12 | | equipment in patrol vehicles in a manner inconsistent with |
13 | | this Section. This Section is a limitation under subsection |
14 | | (i) of Section 6 of Article VII of the Illinois Constitution on |
15 | | the concurrent exercise by home rule units of powers and |
16 | | functions exercised by the State. |
17 | | (c) For the purposes of this Section, "water rescue |
18 | | equipment" means instrumentality needed to rescue a person in |
19 | | danger of drowning, including life jackets, life rings, throw |
20 | | bags, rafts, rescue poles, and rescue tubes.
