SYNOPSIS AS INTRODUCED:
 
40 ILCS 5/7-174.5 new
30 ILCS 805/8.46 new

    Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that each participating municipality or instrumentality that employs an employee who is an elected trustee shall make available to the elected trustee at least 20 days of paid leave of absence per year for the purpose of attending meetings of the Board of Trustees, committee meetings of the Board of Trustees, and seminars regarding issues for which the Board of Trustees is responsible. Provides that the Fund may reimburse affected participating municipalities and instrumentalities for the actual cost of hiring a substitute employee during such leaves of absence. Amends the State Mandates Act to require implementation without reimbursement by the State.

1    AN ACT concerning public employee benefits.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Pension Code is amended by adding
5Section 7-174.5 as follows:
 
6    (40 ILCS 5/7-174.5 new)
7    Sec. 7-174.5. Leaves of absence for trustees. Each
8participating municipality or instrumentality that employs an
9employee who is an elected trustee shall make available to the
10elected trustee at least 20 days of paid leave of absence per
11year for the purpose of attending meetings of the Board of
12Trustees, committee meetings of the Board of Trustees, and
13seminars regarding issues for which the Board of Trustees is
14responsible. The Fund may reimburse affected participating
15municipalities and instrumentalities for the actual cost of
16hiring a substitute employee during such leaves of absence.
 
17    Section 90. The State Mandates Act is amended by adding
18Section 8.46 as follows:

20    Sec. 8.46. Exempt mandate. Notwithstanding Sections 6 and
218 of this Act, no reimbursement by the State is required for
