| 1 | | AN ACT concerning local government.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Regional Transportation Authority Act is |
| 5 | | amended by adding Section 5.10 as follows:
|

| 7 | | Sec. 5.10. Report of legislative recommendations. |
| 8 | | (a) By January 1, 2024, the Chicago Metropolitan Agency |
| 9 | | for Planning and its MPO Policy Committee, in coordination |
| 10 | | with the Authority, shall develop and submit a report of |
| 11 | | legislative recommendations to the Governor and General |
| 12 | | Assembly regarding changes to the recovery ratio, sales tax |
| 13 | | formula and distributions, governance structures, regional |
| 14 | | fare systems, and any other changes to State statute, |
| 15 | | Authority, or Service Board enabling legislation, policy, |
| 16 | | rules, or funding that will ensure the long-term financial |
| 17 | | viability of a comprehensive and coordinated regional public |
| 18 | | transportation system that moves people safely, securely, |
| 19 | | cleanly, and efficiently and supports and fosters efficient |
| 20 | | land use. The report shall also consider recommendations on |
| 21 | | how the Authority and Service Boards can better address racial |
| 22 | | equity, climate change, and economic development. The |
| 23 | | development of the report shall include meaningful public |
