2 | | AMENDMENT NO. ______. Amend House Bill 4455 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The Department of Commerce and Economic |
5 | | Opportunity Law of the
Civil Administrative Code of Illinois |
6 | | is amended by adding Section 605-1095 as follows: |
7 | | (20 ILCS 605/605-1095 new) |
8 | | Sec. 605-1095. Recovery Initiative to Support Employment |
9 | | (RISE) Grant Program. |
10 | | (a) The Department of Commerce and Economic Opportunity |
11 | | shall establish the Recovery Initiative to Support Employment |
12 | | (RISE) Grant Program. |
13 | | (b) From funds appropriated, directly or indirectly, from |
14 | | moneys received by the State from the Coronavirus State Fiscal |
15 | | Recovery Fund under the American Rescue Plan Act, the |
16 | | Department shall allocate $250,000,000 as grants to: (i) |

1 | | businesses for the purpose of aiding in the employment of |
2 | | persons unemployed as a result of the COVID-19 public health |
3 | | emergency; and (ii) nonprofit organizations acting as |
4 | | community navigators that serve the purpose of aiding |
5 | | underserved businesses, including businesses owned or operated |
6 | | by minority persons, veterans, and women, in gaining access to |
7 | | relief funds and resources related to the COVID-19 public |
8 | | health emergency. |
9 | | (c) Eligible businesses shall receive grants in the amount |
10 | | of $5,000. To be eligible for a grant under this Section, a |
11 | | business must: (i) retrain and hire qualified employees; (ii) |
12 | | employ less than 50 employees; and (iii) create a net new job. |
13 | | Grants will be awarded in the order in which applications are |
14 | | received. A business shall be eligible for one grant provided |
15 | | under this Program. Once all applicants receive an initial |
16 | | grant, a business may apply for a second grant until the |
17 | | initial fund allocation is depleted. |
18 | | (d) Eligible community navigators shall receive grants in |
19 | | amounts ranging from $100,000 to $2,000,000. To be eligible |
20 | | for grants under this Section, a community navigator must be a |
21 | | nonprofit organization that provides outreach to hard-to-reach |
22 | | or underserved businesses to raise awareness of opportunities |
23 | | for federal or State support related to the COVID-19 public |
24 | | health emergency, including, but not limited to, aiding such |
25 | | businesses with access to grants, financial planning, |
26 | | marketing outreach, and technical assistance. Grants will be |

1 | | awarded in the order in which applications are received. The |
2 | | number and scale of grants awarded will depend on the proposed |
3 | | scope of services provided by the community navigator in terms |
4 | | of geography and targeted business types. |
5 | | (e) The Department shall adopt rules for the |
6 | | implementation of this Section. |
7 | | (f) For purposes of this Section: |
8 | | "Net new job" means a full-time equivalent employment |
9 | | position that causes the taxpayer's average employee head |
10 | | count in the State for the calendar year in which the taxable |
11 | | year begins to exceed its employee head count in the State on |
12 | | the effective date of this amendatory Act of the 102nd General |
13 | | Assembly. |
14 | | "Qualified employee" means a resident of the State who is |
15 | | hired by the taxpayer to fill a net new job and was unemployed |
16 | | as a result of mandated business closures caused by the |
17 | | COVID-19 public health emergency prior to the date he or she |
18 | | was hired by the taxpayer. "Qualified employee" includes, but |
19 | | is not limited to, a resident who was self-employed, but |
20 | | became unemployed because of COVID-19. "Qualified employee" |
21 | | does not include an employee who was furloughed by the |
22 | | taxpayer and reinstated during the taxable year. ".
