Amends the Expressway Camera Act. Includes Boone, Bureau, DeKalb, DuPage, Grundy, Henry, Kane, Kendall, Lake, LaSalle, Madison, McHenry, St. Clair, Will and Winnebago counties among the counties in which the Illinois State Police, the Department of Transportation, and the Toll Highway Authority shall increase the amount of expressway and highway cameras. Provides that any funds needed to conduct the program for use on expressways shall be taken from the Road Fund or Illinois State Toll Highway Authority funds and shall be included in requests for qualification processes for both agencies. Repeals the Act on July 1, 2025 (rather than July 1, 2023).

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Expressway Camera Act is amended by |
5 | | changing Sections 5 and 90 as follows: |
6 | | (605 ILCS 140/5)

7 | | (Section scheduled to be repealed on July 1, 2023) |
8 | | Sec. 5. Camera program. |
9 | | (a) The Illinois State Police, the Illinois Department of
|
10 | | Transportation, and the Illinois State Toll Highway Authority
|
11 | | shall work together to conduct a program to increase the |
12 | | amount
of cameras along expressways and the State highway |
13 | | system in Boone, Bureau, Cook, DeKalb, DuPage, Grundy, Henry, |
14 | | Kane, Kendall, Lake, LaSalle, Madison, McHenry, St. Clair, |
15 | | Will, and Winnebago counties Cook County . |
16 | | (b) Images from the cameras may be used by any municipal |
17 | | police department, county sheriff's office, State Police |
18 | | officer, or other law enforcement agency with jurisdiction |
19 | | over the expressway in Cook County in the investigation of any |
20 | | offense involving the use of a firearm and to detect |
21 | | expressway hazards. Images from the cameras shall not be used |
22 | | to enforce petty offenses. |
23 | | (c) Subject to appropriation, any funds needed to conduct |
