Amends the Illinois Power Agency Act. Provides that the Illinois Commerce Commission, in consultation with the Illinois Power Agency, shall develop standards and guidelines to prohibit any Illinois ratepayer funds from being used by the Agency for the procurement of solar panels that are not manufactured or assembled by a company located in the United States under the Agency's long-term renewable resources procurement plan.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Power Agency Act is amended by |
5 | | adding Section 1-129 as follows: |
6 | | (20 ILCS 3855/1-129 new) |
7 | | Sec. 1-129. Prohibition on procurement of solar panels not |
8 | | manufactured in the United States. No later than 180 days |
9 | | after the effective date of this amendatory Act of the 102nd |
10 | | General Assembly, the Illinois Commerce Commission, in |
11 | | consultation with the Agency, shall develop standards and |
12 | | guidelines to prohibit any Illinois ratepayer funds, as |
13 | | collected under Section 16-108 of the Public Utilities Act, |
14 | | from being used by the Agency for the procurement of solar |
15 | | panels that are not manufactured or assembled by a company |
16 | | located in the United States under the Agency's long-term |
17 | | renewable resources procurement plan.
