1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Township Code is amended by changing
5Sections 85-30 and 205-105 as follows:
 
6    (60 ILCS 1/85-30)
7    Sec. 85-30. Purchases; bids. Any purchase by a township
8for services, materials, equipment, or supplies in excess of
9$30,000 $20,000 (other than professional services) shall be
10contracted for in one of the following ways:
11        (1) By a contract let to the lowest responsible bidder
12    after advertising for bids at least once (i) in a
13    newspaper published within the township, or (ii) if no
14    newspaper is published within the township, then in one
15    published within the county, or (iii) if no newspaper is
16    published within the county, then in a newspaper having
17    general circulation within the township.
18        (2) By a contract let without advertising for bids in
19    the case of an emergency if authorized by the township
20    board.
21    This Section does not apply to contracts by a township
22with the federal government.

1    (60 ILCS 1/205-105)
2    Sec. 205-105. Construction contracts; bids.
3    (a) All contracts for construction work whose estimated
4cost will exceed $30,000 $20,000 shall be let to the lowest
5responsible bidder after publication of notice for bids.
6Notice for bids shall be published once in a newspaper
7published and having general circulation in the township, if
8there is one. If there is no such newspaper, notice for bids
9shall be published in a newspaper published and having general
10circulation in the county. Notice for bids shall be published
11at least 10 days before the date set for receiving bids. Bids
12shall be opened and publicly read, and an award shall be made
13to the lowest responsible bidder within 15 days after the
14receipt of bids.
15    (b) This Section shall not apply to engineering, legal, or
16other professional services, but it shall apply to the
17purchase of equipment unless the township board, by a
18resolution adopted by a three-fourths vote, determines that it
19is for the best interests of the township that advertising for
20bids for the equipment be dispensed with.

22    Section 99. Effective date. This Act takes effect upon
23becoming law.
