Creates the Vaccine Credential Act. Provides that a unit of local government or the State may not require a person to have a vaccine credential or show a vaccine credential before the person enters a public event or public venue. Limits home rule powers. Defines "vaccine credential" as any written or electronic record evidencing that a person has received a vaccine. Effective immediately.

1 | | AN ACT concerning vaccines.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the |
5 | | Vaccine Credential Act. |
6 | | Section 5. Definitions. As used in this Act, "vaccine |
7 | | credential" means any written or electronic record evidencing |
8 | | that a person has received a vaccine. |
9 | | Section 10. Vaccine credentials for public events or |
10 | | venues. A unit of local government or the State may not require |
11 | | a person to have a vaccine credential or show a vaccine |
12 | | credential before the person enters a public event or public |
13 | | venue. |
14 | | Section 15. Home rule. A home rule unit may not regulate |
15 | | vaccine credentials in a manner inconsistent with this Act. |
16 | | This Act is a limitation under subsection (i) of Section 6 of |
17 | | Article VII of the Illinois Constitution on the concurrent |
18 | | exercise by home rule units of powers and functions exercised |
19 | | by the State.

20 | | Section 99. Effective date. This Act takes effect upon |
