SYNOPSIS AS INTRODUCED:
 
525 ILCS 30/4.01 new

    Amends the Illinois Natural Areas Preservation Act. Creates the Illinois Thirty-By-Thirty Conservation Task Force. Provides that the Task Force shall review and make recommendations to the General Assembly regarding conservation of Illinois land and implementation of strategies to conserve and protect 30% of land in Illinois by 2030. Adds provisions containing membership, meetings, compensation, and administrative support. Abolishes the task force and repeals the provisions on January 1, 2023.

1    AN ACT concerning conservation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Natural Areas Preservation Act is
5amended by adding Section 4.01 as follows:
 
6    (525 ILCS 30/4.01 new)
7    Sec. 4.01. Illinois Thirty-by-Thirty Conservation Task
8Force.
9    1. The Illinois Thirty-By-Thirty Conservation Task Force
10is created. The Task Force shall review and make
11recommendations to the General Assembly regarding conservation
12of State land and implementation of strategies to conserve and
13protect 30% of State land by 2030.
14    2. The Task Force shall have the following members:
15        (a) the Director of Department of Natural Resources or
16    the Director's designee, who shall serve as chairperson;
17        (b) two Members from the House of Representatives,
18    appointed one each by the Speaker of the House and the
19    House Minority Leader;
20        (c) two Members of the Senate, appointed one each by
21    the President of the Senate and the Senate Minority
22    Leader;
23        (d) one member appointed by the Director or Director

1    Designee of the Department of Agriculture;
2        (e) one member appointed by the Director or Director
3    Designee of The Illinois Environmental Protection Agency;
4        (f) one member appointed by the Director or Director
5    Designee of the Illinois Department of Commerce and
6    Economic Opportunity;
7        (g) one member appointed by the Director or Director
8    Designee of the Illinois Department of Transportation.
9        (h) the following members appointed by the Director of
10    the Department of Natural Resources:
11            (i) two members from a statewide environmental
12        organization;
13            (ii) one member from a State agriculture
14        association;
15            (iii) one high school environmental science
16        teacher;
17            (iv) two high school environmental science
18        students;
19            (v) one member from an Illinois institution of
20        higher education; and
21            (vi) one chemical fertilizer professional.
22    At the discretion of the chairperson, additional
23individuals may participate in the meetings of the Task Force.
24The chairperson may also seek administrative assistance from
25one high school environmental science teacher and 2 high
26school environmental science students.

1    Task Force members shall serve without compensation but
2may be reimbursed for expenses incurred in performing their
3duties.
4    The Task Force shall meet at least once every 2 months
5beginning July 1, 2021, and at other times as determined by the
6chairperson.
7    The Department of Natural Resources shall provide
8administrative and other support to the Task Force.
9    3. The Task Force shall prepare a report that summarizes
10its work and makes recommendations resulting from its study.
11The Task Force shall submit the report of its findings and
12recommendations to the Governor and the General Assembly by
13January 1, 2023.
14    4. The Task Force shall make recommendations, including,
15but not limited, to:
16        (a) identifying resources that the State has and how
17    they are being used;
18        (b) identifying tools, resources, and incentives for
19    landowners and the private sector to restore degraded
20    natural areas and to manage their resources sustainably;
21        (c) identifying financial resources from the private
22    sector, philanthropy, and public sources to expand
23    protections and to help manage lands and waters for
24    conservation;
25        (d) managing more State public lands for the benefit
26    of future generations;

1        (e) working with the sovereignty of tribal nations,
2    which involves meaningful consultation with indigenous
3    tribal leaders, and helping indigenous tribal communities
4    fulfill their visions and priorities for the stewardship
5    of natural, cultural, and historic resources;
6        (f) identifying strategies to conserve and protect 30%
7    of State land by 2030.
8    5. The Task Force is dissolved and this Section is
9repealed on January 1, 2023.
