1 | | AN ACT concerning finance.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The State Finance Act is amended by adding |
5 | | Sections 5.970 and 6z-130 as follows: |

7 | | Sec. 5.970. The Law Enforcement Recruitment and Retention |
8 | | Fund. |

10 | | Sec. 6z-130. The Law Enforcement Recruitment and Retention |
11 | | Fund. |
12 | | (a) The Law Enforcement Recruitment and Retention Fund is |
13 | | hereby created as a special fund in the State Treasury. |
14 | | (b) Subject to appropriation, moneys in the Law |
15 | | Enforcement Recruitment and Retention Fund shall be used by |
16 | | the Illinois Law Enforcement Training Standards Board to award |
17 | | grants to units of local government, public institutions of |
18 | | higher education, and qualified nonprofit entities for the |
19 | | purpose of hiring and retaining law enforcement officers. |
20 | | (c) When awarding grants, the Board shall prioritize: |
21 | | (1) grants that will be used to hire, retain, or hire |
22 | | and retain law enforcement officers in underserved areas |

1 | | and areas experiencing the most need; |
2 | | (2) achieving demographic and geographic diversity of |
3 | | law enforcement officers that are recruited or hired by |
4 | | applicants that are awarded grants; |
5 | | (3) maximizing the effects of moneys spent on the |
6 | | actual recruitment and retention of law enforcement |
7 | | officers; and |
8 | | (4) providing grants that can impact multiple |
9 | | employers. |
10 | | (d) Moneys received for the purposes of this Section, |
11 | | including, but not limited to, fee receipts, gifts, grants, |
12 | | and awards from any public or private entity, must be |
13 | | deposited into the Fund. Any interest earned on moneys in the |
14 | | Fund must be deposited into the Fund. |
15 | | (e) The Illinois Law Enforcement Training Standards Board |
16 | | may, by rule, set requirements for the distribution of grant |
17 | | moneys and determine which entities are eligible. |
18 | | (f) The Illinois Law Enforcement Training Standards Board |
19 | | shall consider compliance with the Uniform Crime Reporting Act |
20 | | as a factor in awarding grant moneys. |
21 | | (g) As used in this Section, "qualified nonprofit entity" |
22 | | means a nonprofit entity, as defined by the Board by rule, that |
23 | | has established experience in recruitment and retention of law |
24 | | enforcement officers in Illinois.

25 | | Section 99. Effective date. This Act takes effect upon |
26 | | becoming law. |
