Creates the Public Employee Health Insurance During Emergencies Act. Provides that a public employee's health insurance coverage shall begin concurrent with employment if all of the following apply on the public employee's first date of employment with that public employer: the employment is in an area that is the subject of a gubernatorially or presidentially declared disaster or emergency; the declaration of disaster or emergency specifies that the disaster or emergency involves risks to the health or well-being of any individual who engages in certain activities; and among the activities posing a risk to an individual's health or well-being are activities integral to services to the public employer that the public employee is required to perform. Provides for payment of premiums.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 1. Short title. This Act may be cited as the Public |
5 | | Employee Health Insurance During Emergencies Act. |
6 | | Section 5. Definitions. In this Act: |
7 | | "Public employer" means the State, an agency or
department |
8 | | thereof, unit of local government, school district,
|
9 | | instrumentality, or political subdivision. |
10 | | "Public employee" means an employee of the State,
agency |
11 | | or department thereof, unit of local government, school |
12 | | district,
instrumentality, or political subdivision. "Public |
13 | | employee" does not include
an employee covered by the program |
14 | | of health benefits under the State Employees Group Insurance |
15 | | Act of 1971. |
16 | | Section 10. Insurance coverage. |
17 | | (a) Notwithstanding any other provision of law or any rule |
18 | | to the contrary, a public employee's health insurance coverage |
19 | | shall begin concurrent with employment if all of the following |
20 | | apply on the public employee's first date of employment with |
21 | | that public employer: |
