Amends the Medical Patient Rights Act. Provides that a health care professional or health care provider shall not contact a collection agency to collect unpaid debt when a patient has a late payment or nonpayment of a medical bill for COVID-19 testing, nor shall the health care professional or health care provider report the late payment or nonpayment to a credit reporting agency. Effective immediately.

1 | | AN ACT concerning regulation.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Medical Patient Rights Act is amended by |
5 | | adding Section 8 as follows: |
6 | | (410 ILCS 50/8 new) |
7 | | Sec. 8. COVID-19 testing; debt. |
8 | | (a) In this Section, "health care professional" means a |
9 | | physician, physician assistant, nurse practitioner, a |
10 | | registered professional nurse, advanced practice registered |
11 | | nurse, emergency medical technician, or other individual |
12 | | appropriately licensed or registered to provide health care |
13 | | services. |
14 | | (b) A health care professional or health care provider |
15 | | shall not contact a collection agency to collect unpaid debt |
16 | | when a patient has a late payment or nonpayment of a medical |
17 | | bill for COVID-19 testing, nor shall the health care |
18 | | professional or health care provider report the late payment |
19 | | or nonpayment to a credit reporting agency.

20 | | Section 99. Effective date. This Act takes effect upon |
21 | | becoming law.
