1 | AN ACT concerning health.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||
4 | Section 5. The Lyme Disease Prevention and Protection Act | |||||||||||||||||||
5 | is amended by changing Section 15 as follows: | |||||||||||||||||||
6 | (410 ILCS 450/15)
| |||||||||||||||||||
7 | Sec. 15. Lyme Disease Task Force; duties; members. | |||||||||||||||||||
8 | (a) The Department shall establish the Lyme Disease Task | |||||||||||||||||||
9 | Force to advise the Department on disease prevention and | |||||||||||||||||||
10 | surveillance and provider and public education relating to the | |||||||||||||||||||
11 | disease.

12 | (b) The Task Force shall consist of the Director of Public | |||||||||||||||||||
13 | Health or a designee, who shall serve as chairman, and the | |||||||||||||||||||
14 | following members appointed by the Director of Public Health :
| |||||||||||||||||||
15 | (1) one representative from the Department of | |||||||||||||||||||
16 | Financial and Professional Regulation , appointed by the | |||||||||||||||||||
17 | Director of Public Health ;
| |||||||||||||||||||
18 | (2) 3 physicians licensed to practice medicine in all | |||||||||||||||||||
19 | its branches who are members of a statewide organization | |||||||||||||||||||
20 | representing physicians, one of whom represents a medical | |||||||||||||||||||
21 | school faculty and one of whom has the experience of | |||||||||||||||||||
22 | treating Lyme disease , appointed by the Director of Public | |||||||||||||||||||
23 | Health ;

1 | (3) one advanced practice registered nurse selected | ||||||
2 | from the recommendations of professional nursing | ||||||
3 | associations , appointed by the Director of Public Health ;
| ||||||
4 | (4) one local public health administrator , appointed | ||||||
5 | by the Director of Public Health ;
| ||||||
6 | (5) 2 veterinarians, one of whom must be a practicing | ||||||
7 | Doctor of Veterinary Medicine one veterinarian, appointed | ||||||
8 | by the Director of Public Health ;
| ||||||
9 | (6) 4 members of the public interested in Lyme | ||||||
10 | disease , appointed by the Director of Public Health ;
and | ||||||
11 | (7) one medical entomologist. 2 members appointed by | ||||||
12 | the Speaker of the House of Representatives; | ||||||
13 | (8) 2 members appointed by the Minority Leader of the | ||||||
14 | House of Representatives; | ||||||
15 | (9) 2 members appointed by the President of the | ||||||
16 | Senate; and | ||||||
17 | (10) 2 members appointed by the Minority Leader of the | ||||||
18 | Senate. | ||||||
19 | (c) The terms of the members of the Task Force shall be 3 | ||||||
20 | years. Members may continue to serve after the expiration of a | ||||||
21 | term until a new member is appointed. Each member appointed to | ||||||
22 | fill a vacancy occurring prior to the expiration of the term | ||||||
23 | for which his predecessor was appointed shall be appointed for | ||||||
24 | the remainder of such term. The council shall meet as | ||||||
25 | frequently as the chairman deems necessary, but not less than | ||||||
26 | 4 2 times each year. Members shall receive no compensation for |

1 | their services.

2 | (d) The Lyme Disease Task Force has the following duties | ||||||
3 | and responsibilities:
| ||||||
4 | (1) monitoring the implementation of this Act and | ||||||
5 | providing feedback and input for necessary additions or | ||||||
6 | modifications;
| ||||||
7 | (2) reviewing relevant literature and guidelines that | ||||||
8 | define accurate diagnosis of Lyme disease with the purpose | ||||||
9 | of creating cohesive and consistent guidelines for the | ||||||
10 | determination of Lyme diagnosis across all counties in | ||||||
11 | Illinois and with the intent of providing accurate and | ||||||
12 | relevant numbers to the Centers for Disease Control and | ||||||
13 | Prevention;
| ||||||
14 | (3) providing recommendations on professional | ||||||
15 | continuing educational materials and opportunities that | ||||||
16 | specifically focus on Lyme disease prevention, protection, | ||||||
17 | and treatment; and
| ||||||
18 | (4) assisting the Department in establishing policies, | ||||||
19 | procedures, techniques, and criteria for the collection, | ||||||
20 | maintenance, exchange, and sharing of medical information | ||||||
21 | on Lyme disease, and identifying persons or entities with | ||||||
22 | Lyme disease expertise to collaborate with Department in | ||||||
23 | Lyme disease diagnosis, prevention, and treatment.
