Amends the Lodging Services Human Trafficking Recognition Training Act. Provides that the State, school districts, and units of local government may not expend funds at a lodging establishment unless the lodging establishment has been certified by the Department of Human Services as providing human trafficking recognition training to its employees. Provides that the Department of Human Services shall establish a certification program.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Lodging Services Human Trafficking |
5 | | Recognition Training Act is amended by adding Sections 20 and |
6 | | 25 as follows: |
7 | | (820 ILCS 95/20 new) |
8 | | Sec. 20. Certification of compliance; government patronage |
9 | | limited. The Department shall establish a program to provide |
10 | | certification of compliance to lodging establishments that |
11 | | comply with the requirements of Section 15. The certification |
12 | | program shall provide that confirmation of a lodging |
13 | | establishment's certification status is available on the |
14 | | Department's Internet website. |

16 | | Sec. 25. Expenditure of funds by government entities |
17 | | limited. |
18 | | (a) If a lodging establishment is not certified as being |
19 | | in compliance with the requirements of Section 15 of this Act, |
20 | | the State, a unit of local government, or school district may |
21 | | not expend funds for any of the following purposes: |
22 | | (1) to procure lodging that is owned, operated, or |
