2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The University of Illinois Act is amended by |
5 | | adding Section 120 as follows: |
6 | | (110 ILCS 305/120 new) |
7 | | Sec. 120. Undocumented Student Liaison; Undocumented |
8 | | Student Resource Center. |
9 | | (a) Beginning with the 2022-2023 academic year, the Board |
10 | | of Trustees shall designate an employee as an Undocumented |
11 | | Student Resource Liaison to be available on campus to provide |
12 | | assistance to undocumented students and mixed status students |
13 | | within the United States in streamlining access to financial |
14 | | aid and academic support to successfully matriculate to degree |
15 | | completion. The Undocumented Student Liaison shall provide |
16 | | assistance to vocational students, undergraduate students,
|
17 | | graduate students, and professional-track students. An |
18 | | employee who is designated as an Undocumented Student Liaison |
19 | | must be knowledgeable about current legislation and policy |
20 | | changes through professional development with the Illinois |
21 | | Dream Fund Commission to provide the wrap-around services to |
22 | | such students. The Illinois Dream Fund Commission shall |
23 | | conduct professional development under this Section. The |

6 | | (a) Beginning with the 2022-2023 academic year, the Board |
7 | | shall designate an employee as an Undocumented Student |
8 | | Resource Liaison to be available on campus to provide |
9 | | assistance to undocumented students and mixed status students |
10 | | within the United States in streamlining access to financial |
11 | | aid and academic support to successfully matriculate to degree |
12 | | completion. The Undocumented Student Liaison shall provide |
13 | | assistance to vocational students, undergraduate students,

14 | | graduate students, and professional-track students. An |
15 | | employee who is designated as an Undocumented Student Liaison |
16 | | must be knowledgeable about current legislation and policy |
17 | | changes through professional development with the Illinois |
18 | | Dream Fund Commission to provide the wrap-around services to |
19 | | such students. The Illinois Dream Fund Commission shall |
20 | | conduct professional development under this Section. The |
21 | | Illinois Dream Fund Commission's task force on immigration |
22 | | issues and the Undocumented Student Liaison shall ensure that |
23 | | undocumented immigrants and students from mixed status |
24 | | households receive equitable and inclusive access to the |

2 | | The Board shall ensure that an Undocumented Student |
3 | | Liaison is available at each campus of the University. The |
4 | | Undocumented Student Liaison must be placed in a location that |
5 | | provides direct access for students in collaboration with the |
6 | | retention and matriculation programs of the University. The |
7 | | Undocumented Student Liaison shall report directly to senior |
8 | | leadership and shall assist leadership with the review of |
9 | | policies and procedures that directly affect undocumented and |
10 | | mixed status students. |
11 | | An Undocumented Student Liaison may work on outreach |
12 | | efforts to provide access to resources and support within the |
13 | | grade P-20 education pipeline by supporting summer enrichment |
14 | | programs and pipeline options for students in any of grades 9 |
15 | | through 12. |
16 | | (b) The Board is encouraged to establish an Undocumented |
17 | | Student Resource Center on each of its campuses. A |
18 | | Undocumented Student Resource Center may offer support |
19 | | services, including, but not limited to, State and private |
20 | | financial assistance, academic and career counseling, and |
21 | | retention and matriculation support services, as well as |
22 | | mental health counseling options because the changing |
23 | | immigration climate impacts a student's overall well-being and |
24 | | success. |
