New Act

    Creates the Thoughtful Reading Act. Specifies requirements concerning the reading of bills on second reading, on third reading, and on order of concurrence. Provides legislative intent.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Thoughtful Reading Act.
 
6    Section 5. Legislative intent. The intent of this Act is
7to provide for the thoughtful consideration of the work of the
8General Assembly of Illinois. Any future legislative work
9enumerating a specific item or items of legislation for
10enactment in violation of the standards set forth in this Act,
11and excusing that legislation from the mandates contained
12within this Act, should contain a statement setting forth the
13reasons for urgent enactment in violation of the mandated
14standards set forth in this Act.
 
15    Section 10. Reading of legislation.
16    (a) For bills on second reading, neither house of the
17General Assembly shall consider any floor amendment to any
18bill until the expiration of 24 hours after the floor
19amendment has been filed, and its text has been made available
20to the public on the Illinois General Assembly website.
21    (b) For bills on third reading, neither house of the
22General Assembly shall consider any bill on third reading

1until the expiration of 72 hours after the bill has been placed
2on third reading, and its text has been made available to the
3public on the Illinois General Assembly website. This 72-hour
4period must contain no less than 3 separate legislative days.
5    (c) For bills on the order of concurrence, neither house
6of the General Assembly shall consider any bill on concurrence
7until the expiration of 24 hours after the house that is not
8the house of origin has voted to pass the amended bill on third
9reading, and the amended text has been made available to the
10public on the Illinois General Assembly website.
