17 | | (c) The school board of any school district required to |
18 | | adopt and implement a local postsecondary and career |
19 | | expectations framework and a college and career pathway |
20 | | endorsement system pursuant to this Section may, by action of |
21 | | the board, opt out of implementation of all or any part of this |
22 | | Section through a finding by the board that it has in place |
23 | | alternative systems for college and career readiness and that |
24 | | such systems are more likely than the implementation of the |
25 | | requirements of this Section to successfully prepare students |
26 | | for college and career expectations. A school district must |

1 | | report any decision to opt out of implementation to the State |
2 | | Board of Education. |
3 | | (d) The State Board of Education may adopt any rules |
4 | | necessary to implement this Section. |

7 | | (a) Subject to subsection (c) of this Section, by July 1, |
8 | | 2024, the school district shall adopt and implement a |
9 | | postsecondary and career expectations framework for each of |
10 | | grades 6 through 12 that substantially aligns to the model |
11 | | framework adopted by State agencies pursuant to Section 15 of |
12 | | the Postsecondary and Workforce Readiness Act. The local |
13 | | postsecondary and career expectations framework shall be |
14 | | available on a prominent location on the school district's |
15 | | Internet website. |
16 | | (b) Subject to subsection (c) of this Section, the school |

21 | | consultation with appropriate stakeholders, shall jointly |
22 | | adopt and publicize model postsecondary and career |
23 | | expectations for public school students in grades 8 through |
24 | | 12. The model postsecondary and career expectations shall |

1 | | define activities that school districts, parents, and |
2 | | community-based organizations should support students in |
3 | | completing and related knowledge students should possess by no |
4 | | later than the end of each grade level. The model |
5 | | postsecondary and career expectations must address the |
6 | | following categories:

7 | | (1) career exploration and development;
|
8 | | (2) postsecondary institution exploration, |
9 | | preparation, and selection; and
|
10 | | (3) financial aid and financial literacy.
|
11 | | By July 1, 2023, ISBE, ICCB, IBHE, and ISAC, in |
12 | | consultation with appropriate stakeholders, shall jointly |
13 | | adopt and publicize an update to the model postsecondary and |
14 | | career expectations that extends the expectations to grade 6 |
15 | | and includes such other revisions and updates as the agencies |
16 | | deem appropriate. |
