Creates the Use of Force Data Collection Act. Provides that law enforcement agencies shall require their officers to report in writing every use of force against any subject. Requires that a publicly available report be maintained. Provides that discipline records for the use of force shall be maintained within the report. Provides that reports shall be published on the first day of each month. Effective July 1, 2021.

1 | | AN ACT concerning public safety.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the Use of |
5 | | Force Data Collection Act. |
6 | | Section 5. Use of force report. Notwithstanding any other |
7 | | law to the contrary, on and after July 1, 2021, each State, |
8 | | county, and municipal law enforcement agency, including, but |
9 | | not limited to, agencies wholly employing campus policemen, |
10 | | shall require law enforcement officers under its employment to |
11 | | report in writing every use of force against any subject, |
12 | | including any officer involved injury, whether to an officer |
13 | | or another individual. State, county, and local law |
14 | | enforcement agencies shall enter and maintain the information |
15 | | in a report that is accessible to the public. The report shall |
16 | | identify law enforcement officers under the employment of any |
17 | | State, county, or municipal law enforcement agency who have |
18 | | been disciplined as a result of the use of force. The report |
19 | | for the previous month shall be published on the first day of |
20 | | each month.

21 | | Section 99. Effective date. This Act takes effect on July |
22 | | 1, 2021.
