SYNOPSIS AS INTRODUCED:
 
30 ILCS 500/30-55 new

    Amends the Illinois Procurement Code. Provides that no procurement contract for the construction, alteration, operation, repair, maintenance, or improvement of any mass transit facility, or equipment thereof, in excess of $1,000,000 shall be awarded to or executed with any vendor that receives support from a nonmarket economy country, as defined under specified federal law. Provides that nothing in the provisions is intended to contravene any existing treaties, laws, trade agreements, or regulations of the United States or subsequent trade agreements entered into between any foreign countries and the State or the United States.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Procurement Code is amended by
5adding Section 30-55 as follows:
 
6    (30 ILCS 500/30-55 new)
7    Sec. 30-55. Construction contracts involving nonmarket
8economy countries.
9    (a) Notwithstanding any provision of law to the contrary,
10no procurement contract for the construction, alteration,
11operation, repair, maintenance, or improvement of any mass
12transit facility, or equipment thereof, in excess of
13$1,000,000 shall be awarded to or executed with any vendor
14that receives support from a nonmarket economy country as
15defined in section 7781(18) of the Tariff Act of 1930 (19
16U.S.C. 1677 (18)) and was identified by the United States
17Trade Representative in the most recent report required by
18section 182 of the Trade Act of 1974 (19 U.S.C. 2242) as a
19priority foreign country, and is subject to monitoring by the
20United States Trade Representative under section 306 of the
21Trade Act of 1974 (19 U.S.C. 2416).
22    (b) Nothing in this Section is intended to contravene any
23existing treaties, laws, trade agreements, or regulations of
