Amends the Counties Code and Illinois Municipal Code. Provides that a veteran who is honorably discharged from the Armed Forces of the United States and is a resident of a county or municipality shall not be required to pay any county or municipal license fee for a business selling or providing services if the veteran is the sole proprietor of the business. Limits home rule powers.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Counties Code is amended by adding Section |
5 | | 5-1186 as follows: |
6 | | (55 ILCS 5/5-1186 new) |
7 | | Sec. 5-1186. License fees for veterans. |
8 | | (a) A veteran who is honorably discharged from the Armed |
9 | | Forces of the United States and is a resident of a county shall |
10 | | not be required to pay any county license fee for a business |
11 | | selling or providing services if the veteran is the sole |
12 | | proprietor of the business. |
13 | | (b) A home rule county may not regulate license fees in a |
14 | | manner inconsistent with this Section. This Section is a |
15 | | limitation under subsection (i) of Section 6 of Article VII of |
16 | | the Illinois Constitution on the concurrent exercise by home |
17 | | rule units of powers and functions exercised by the State. |
18 | | Section 10. The Illinois Municipal Code is amended by |
19 | | adding Section 11-42-17 as follows: |
