Amends the Illinois Public Aid Code. Requires every person applying for benefits under the federal Supplemental Nutrition Assistance Program to, at the time of application or subsequent redetermination of eligibility, submit to the Department of Human Services documentation demonstrating that the person is enrolled in an adult education program as defined in the Adult Education Act or in an educational program that is expected to result in the receipt of a high school equivalence certificate. Exempts certain persons from the requirement. Provides that the Department shall apply for any federal waiver, if required, to implement the requirement.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Public Aid Code is amended by |
5 | | adding Section 12-4.54 as follows: |
6 | | (305 ILCS 5/12-4.54 new) |
7 | | Sec. 12-4.54. SNAP; adult education requirement. |
8 | | Notwithstanding any other provision of this Code to the |
9 | | contrary, every person applying for benefits under the federal |
10 | | Supplemental Nutrition Assistance Program shall, at the time |
11 | | of application or subsequent redetermination of eligibility, |
12 | | submit to the Department of Human Services documentation |
13 | | demonstrating that the person is enrolled in an adult |
14 | | education program as defined in the Adult Education Act or in |
15 | | an educational program that is expected to result in the |
16 | | receipt of a high school equivalence certificate. The |
17 | | following persons are exempt from the requirement of this |
18 | | Section: |
19 | | (1) Persons who are over the age of 60. |
20 | | (2) Persons with a child under the age of one. |
21 | | (3) Persons enrolled in a technical or trade school. |
22 | | Persons with a disability as defined by the Americans with |
23 | | Disabilities Act are entitled to request a reasonable |
