SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-1055 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that for fiscal years 2022, 2023, and 2024 only, the Department shall adopt rules that allow the Department to provide no more than 50% of the total funding awarded to qualified and selected applicants at the time an executed grant agreement is in place for specified grant programs established under the Code and any other such programs funded through the Rebuild Illinois Capital Program or other public infrastructure programs administered by the Department. Provides that the rules shall establish a process in which the Department may recoup costs if the entity receiving the grant does not satisfy the requirements necessary to receive full funding for the approved grant project. Repeals the provision on July 1, 2024. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois
6is amended by adding Section 605-1055 as follows:
 
7    (20 ILCS 605/605-1055 new)
8    Sec. 605-1055. Adoption of rules for grant funding. In
9light of the COVID-19 pandemic and to spur economic
10development in this State, for fiscal years 2022, 2023, and
112024 only, the Department shall adopt rules that allow the
12Department to provide no more than 50% of the total funding
13awarded to qualified and selected applicants at the time an
14executed grant agreement is in place for grant programs
15established under Sections 605-328, 605-705, 605-905, 605-910,
16605-913, 605-980, 608-981, and 605-1030 of this Code, as well
17as any additional grant programs funded through the Rebuild
18Illinois Capital Program or other public infrastructure
19programs administered by the Department. The rules shall
20establish a process in which the Department may recoup costs
21if the entity receiving the grant does not satisfy the
22requirements necessary to receive full funding for the
23approved grant project. This Section is repealed on July 1,
