AMENDMENT TO HOUSE BILL 2991 




2    AMENDMENT NO. ______. Amend House Bill 2991 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Department of Veterans' Affairs Act is 
5amended  by adding Section 3.01 as follows:
 
6    (20 ILCS 2805/3.01 new)
7    Sec. 3.01. Analysis of field services. Subject to 
8sufficient appropriations for this purpose, the Department 
9shall contract for a market research analysis of field 
10services in this State. The analysis shall include the 
11availability of veterans assistance commissions, veterans 
12service organizations, and Department staff to assist veterans 
13as well as the availability of nontraditional methods to 
14deliver services through technology-based approaches. The 
15analysis may use census data, as well as questionnaires, 
16surveys, and town hall meetings to solicit input from

1veterans, their families, and other stakeholders. Within 18 
2months after sufficient appropriations, the Department shall 
3submit to the Governor and the General Assembly a recommended 
4plan for the future delivery of services by the Department's 
5Field Division. The report shall include the estimated cost of 
6implementing the plan.
7    This Section is repealed on December 31, 2023.".
