Amends the Metropolitan Transit Authority Act. Provides that the Chicago Transit Authority shall, no later than July 1, 2022, establish a program, similar to the U-Pass program, for allowing persons 18 or younger use the Authority's buses and trains for transportation to youth programs or youth services. Amends the State Mandates Act to require implementation without reimbursement from the State. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Metropolitan Transit Authority Act is |
5 | | amended by adding Section 54 as follows: |
6 | | (70 ILCS 3605/54 new) |
7 | | Sec. 54. Transportation for youth programs and services. |
8 | | The Authority shall, no later than July 1, 2022, establish a |
9 | | program, similar to the U-Pass program, for allowing persons |
10 | | 18 or younger use the Authority's buses and trains for |
11 | | transportation to youth programs or youth services.

12 | | Section 90. The State Mandates Act is amended by adding |
13 | | Section 8.45 as follows: |
14 | | (30 ILCS 805/8.45 new) |
15 | | Sec. 8.45. Exempt mandate. Notwithstanding Sections 6 and |
16 | | 8 of this Act, no reimbursement by the State is required for |
17 | | the implementation of any mandate created by this amendatory |
18 | | Act of the 102nd General Assembly. |
19 | | Section 99. Effective date. This Act takes effect upon |
20 | | becoming law.
