Amends the Illinois Vehicle Code. Provides that no fees shall be charged in excess of applicable registration fees for the issuance of special registration plates designated as U.S. Air Force license plates. Makes a corresponding change in the State Finance Act.

|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|

5 | | Section 5. The State Finance Act is amended by repealing |
6 | | Section 5.799. |
7 | | Section 10. The Illinois Vehicle Code is amended by |
8 | | changing Section 3-698 as follows: |
9 | | (625 ILCS 5/3-698) |
10 | | Sec. 3-698. U.S. Air Force license plates. |
11 | | (a) The Secretary, upon
receipt of all applicable fees and |
12 | | applications made in the form prescribed by
the Secretary of |
13 | | State, may issue , without the collection of any additional |
14 | | fee, special registration plates designated as
U.S. Air Force |
15 | | license plates to
residents of Illinois who meet eligibility |
16 | | requirements prescribed by the
Secretary of State. The special |
17 | | plate issued under this Section shall be
affixed
only to |
18 | | passenger vehicles of the first division, motor vehicles of |
19 | | the second
division weighing not more than 8,000 pounds, and |
20 | | recreational vehicles as
defined by Section 1-169 of this |
21 | | Code. Plates issued under this Section shall
expire according |
22 | | to the multi-year procedure established by Section
3-414.1 of |

2 | | (b) The design, color, and format of the plates shall be |
3 | | wholly
within the discretion of the Secretary of State, except |
4 | | that the U.S. Air Force emblem shall appear on the plates. The |
5 | | Secretary may, in his or
her discretion, allow the plates to be |
6 | | issued as vanity or personalized plates
in accordance with |
7 | | Section 3-405.1 of this Code. The plates are not required
to |
8 | | designate "Land Of Lincoln", as prescribed in subsection (b) |
9 | | of Section
3-412 of this Code. The Secretary shall prescribe |
10 | | the eligibility requirements
and, in his or her discretion, |
11 | | shall approve and prescribe stickers or decals
as provided |
12 | | under Section 3-412. |
13 | | (c) (Blank). An applicant shall be charged a $20 fee for |
14 | | original issuance
in addition to the applicable registration |
15 | | fee. Of this additional fee,
$15 shall be deposited into the |
16 | | Secretary of State
Special License Plate Fund
and $5 shall be |
17 | | deposited into the Octave Chanute Aerospace Heritage Fund. For
|
18 | | each registration renewal period, a $20 fee, in addition to |
19 | | the appropriate
registration fee, shall be charged. Of this |
20 | | additional fee, $2 shall be
deposited into the Secretary
of |
21 | | State Special License Plate Fund and $18 shall be deposited |
22 | | into the Octave Chanute Aerospace Heritage Fund. |
23 | | (d) (Blank). The Octave Chanute Aerospace Heritage Fund is |
24 | | created as a special fund
in the State treasury. All moneys in |
25 | | the Octave Chanute Aerospace Heritage Fund
shall be paid, |
26 | | subject to appropriation by the General Assembly and
approval |

1 | | by the Secretary, as grants to the Rantoul Historical Society |
2 | | and Museum, or any other charitable foundation responsible for |
3 | | the former exhibits and collections of the Chanute Air Museum, |
4 | | for operational and program expenses of the Chanute Air Museum |
5 | | and any other structure housing exhibits and collections of |
6 | | the Chanute Air Museum.
