1    AN ACT concerning finance.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Illinois Procurement Code is amended  by 
5changing Section 1-35 and  by adding Section 20-170 as follows:
 
6    (30 ILCS 500/1-35)
7    (Section scheduled to be repealed on July 17, 2021)
8    Sec. 1-35. Application to Quincy Veterans' Home.  This 
9Code does not apply to any procurements related to the 
10renovation, restoration, rehabilitation, or rebuilding of the 
11Quincy Veterans' Home under the Quincy Veterans' Home 
12Rehabilitation and Rebuilding Act, provided that the process 
13shall be conducted in a manner substantially in accordance 
14with the requirements of the following Sections  of this the 
15Illinois Procurement Code: 20-160, 25-60, 30-22, 50-5, 50-10, 
1650-10.5, 50-12, 50-13, 50-15, 50-20, 50-21, 50-35, 50-36, 
1750-37, 50-38, and 50-50; however, for Section 50-35, 
18compliance shall apply only to contracts or subcontracts over 
19$100,000.
20    This Section is repealed 5 3 years after becoming law. The 
21repeal of this Section shall not apply to contracts for 
22procurements under the Quincy Veterans' Home Rehabilitation 
23and Rebuilding Act executed prior to the repeal date.

2    (30 ILCS 500/20-170 new)
3    Sec. 20-170. Quincy Veterans' Home rehabilitation and 
4rebuilding contracts. Notwithstanding any provision of law to 
5the contrary, any contract for procurements entered into under 
6the Quincy Veterans' Home Rehabilitation and Rebuilding Act 
7and executed prior to the repeal of that Act shall continue in 
8full force and effect after the repeal of that Act and until as 
9otherwise dictated by the terms of the contract.
 
10    Section 10. The Quincy Veterans' Home Rehabilitation and 
11Rebuilding Act is amended  by changing Section 65 as follows:
 
12    (330 ILCS 21/65)
13    (Section scheduled to be repealed on July 17, 2023)

14    Sec. 65. Repealer. This Act is repealed 5 years after 
15becoming law. The repeal of this Act shall not apply to 
16contracts for procurements under this Act executed prior to 
17the repeal date.

19    Section 99. Effective date. This Act takes effect upon 
20becoming law.
