Amends the Illinois Governmental Ethics Act. Provides that no legislator may engage in lobbying of units of local government if he or she accepts compensation specifically attributable to such lobbying. Makes conforming changes.

|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Governmental Ethics Act is amended |
5 | | by changing Sections 1-109 and 2-101 as follows:
|
6 | | (5 ILCS 420/1-109) (from Ch. 127, par. 601-109)

7 | | Sec. 1-109.
"Lobbying" means promoting or opposing in any |
8 | | manner the
passage by the General Assembly or the governing |
9 | | board of a unit of local government of any legislative matter |
10 | | affecting the
interests of any individual, association or |
11 | | corporation as distinct from
those of the people of the State |
12 | | as a whole.

15 | | Sec. 2-101.
No legislator may engage in lobbying, as that |
16 | | term is defined
in Section 1-109, including lobbying units of |
17 | | local government, if he or she accepts compensation |

to such lobbying, other than that |
19 | | provided by law for members of the
General Assembly. Nothing |
20 | | in this Section prohibits a legislator from
lobbying without |
21 | | compensation.
