| 3 | | line 21 on page 2 through line 1 on page 3 with the following:

| 4 | | "Section 10. Duties of the Commission. It shall be the |
| 5 | | duty of the Commission to serve as a line of communication to |
| 6 | | foster better cooperation between the State and local |
| 7 | | officials in the seat of government. The Commission shall |
| 8 | | focus on, but not be limited to, the impact of State government |
| 9 | | operations on economic or community development within the |
| 10 | | City of Springfield and Sangamon County, including the State's |
| 11 | | compliance with Section 17 of the Capital Development Board |
| 12 | | Act regarding historic area preference. The Commission shall |
| 13 | | not have any authority to direct the operations of State |
| 14 | | government.".
