Amends the Substance Use Disorder Act. Provides that no person may provide services as a certified peer recovery specialist unless he or she is certified by the Department of Human Services. Provides that an applicant for certification must: be 18 years of age or older; have a high school diploma or a high school equivalency certificate; have a current or past mental illness, substance use, or co-occurring disorder; self-identify as a person who is in recovery from a mental illness, substance use, or co-occurring disorder as part of his or her personal recovery process; have demonstrated self-directed recovery for a minimum of 24 consecutive months; and have successfully completed any required specialized training or education. Provides that the Department may adopt any rules necessary to implement the amendatory Act.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Substance Use Disorder Act is amended by |
5 | | adding Section 55-45 as follows: |
6 | | (20 ILCS 301/55-45 new) |
7 | | Sec. 55-45. Certified peer recovery specialist. |
8 | | (a) As used in this Section, "certified peer recovery |
9 | | specialist" means a person who has self-identified as being in |
10 | | recovery from mental illness, substance abuse, or co-occurring |
11 | | disorders of both mental illness and substance use disorder |
12 | | and is certified by the Department to provide services as a |
13 | | certified peer recovery specialist. |
14 | | (b) No person may provide services as a certified peer |
15 | | recovery specialist in this State unless he or she is |
16 | | certified by the Department as provided in this Section. To |
17 | | become certified as a certified peer recovery specialist, an |
18 | | applicant must meet the following requirements: |
19 | | (1) Be 18 years of age or older. |
20 | | (2) Have a high school diploma or a high school |
21 | | equivalency certificate. |
22 | | (3) Have a current or past mental illness, substance |
23 | | use, or co-occurring disorder. |
