SYNOPSIS AS INTRODUCED:
 
20 ILCS 1305/10-63 new

    Amends the Department of Human Services Act. Provides that subject to appropriation, the Department of Human Services shall permanently establish the Call4Calm text line to support Illinois residents' mental health needs during the ongoing COVID-19 pandemic. Provides that an Illinois resident shall be able to utilize the Call4Calm text line if the resident or someone the resident knows is struggling with stress related to the COVID-19 pandemic and needs emotional support. Provides that the service shall be free of charge and available 24 hours a day, 7 days a week. Provides that callers seeking assistance shall remain anonymous and shall only be required to provide their first name and zip code to enable the service to link callers to a counselor in their area who is knowledgeable about available local resources. Requires the Department to adopt rules. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Human Services Act is amended
5by adding Section 10-63 as follows:
 
6    (20 ILCS 1305/10-63 new)
7    Sec. 10-63. Call4Calm text line. Subject to appropriation,
8the Department of Human Services shall permanently establish
9the Call4Calm text line to support Illinois residents' mental
10health needs during the ongoing COVID-19 pandemic. An Illinois
11resident shall be able to utilize the Call4Calm text line if
12the resident or someone the resident knows is struggling with
13stress related to the COVID-19 pandemic and needs emotional
14support. This service shall be free of charge and available 24
15hours a day, 7 days a week. Callers seeking assistance shall
16remain anonymous and shall only be required to provide their
17first name and zip code to enable the service to link callers
18to a counselor in their area who is knowledgeable about
19available local resources. The Department shall adopt any
20rules necessary to implement this Section.
 
21    Section 99. Effective date. This Act takes effect upon
22becoming law.
