Amends the Toll Highway Act. Requires the Illinois Toll Highway Authority to install automatic license plate reader systems at specified points along the Jane Addams Memorial Highway and Interstate 39. Authorizes local law enforcement to collect captured plate data. Prohibits law enforcement from using captured plate data for any purpose other than law enforcement. Prohibits local law enforcement from preserving captured plate data for more than 30 days.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Toll Highway Act is amended by adding |
5 | | Section 19.2 as follows: |
6 | | (605 ILCS 10/19.2 new) |
7 | | Sec. 19.2. Installation of ALPR Systems along Illinois |
8 | | Toll Highways. |
9 | | (a) For purposes of this Section: |
10 | | "Automatic license plate reader system" or "ALPR system" |
11 | | means a system of one or more mobile or fixed automatic |
12 | | high-speed cameras used in combination with algorithms to |
13 | | convert images of license plates into computer-readable data. |
14 | | "Captured plate data" means the GPS coordinates, date, |
15 | | time, photograph, license plate number, and any other data |
16 | | captured by or derived from any ALPR system. |
17 | | "Law enforcement agency" means any agency of this State or |
18 | | a unit of local government which is vested by law or ordinance |
19 | | with the duty to maintain public order and to enforce criminal |
20 | | laws and ordinances. |
21 | | (b) The Illinois Toll Highway Authority shall, in |
22 | | coordination with the Illinois State Police, install automatic |
23 | | license plate reader (ALPR) systems at each of the following |
