| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Direct Pay Permit Implementation Act is |
| 5 | | amended by changing Section 5 as follows:
|

| 7 | | Sec. 5. Direct pay permit pilot program. The
The |
| 8 | | Department of
Revenue shall implement a pilot direct pay |
| 9 | | permit
program as a means of collecting State and local |
| 10 | | occupation and use taxes.
The Department may work with |
| 11 | | Illinois
business taxpayers and their representatives to |
| 12 | | implement a direct pay permit
pilot program and to set |
| 13 | | standards for participation in that pilot program.
The |
| 14 | | Department shall select the participants for the pilot |
| 15 | | program, but
participation shall be voluntary. The Department |
| 16 | | shall
report the results of the pilot program to the General |
| 17 | | Assembly on or before
January 1, 2001, with a recommendation |
| 18 | | as to whether a direct pay permit
program should be |
| 19 | | implemented in Illinois. If the Department recommends that a
|
| 20 | | direct pay program be implemented, the Department shall also
|
| 21 | | recommend legislation to implement that program. The pilot |
| 22 | | program shall end no
later
than July 1, 2001. |
