AMENDMENT TO HOUSE BILL 1170

2    AMENDMENT NO. ______. Amend House Bill 1170 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Career and Technical Education Center Act.
 
6    Section 5. Purpose. The purpose of this Act is to
7establish career and technical education centers that
8integrate learners seeking preparation for the jobs and
9technical careers of the future with industry specific
10workplace opportunities, competencies, and career and
11technical education with core academic subjects.
 
12    Section 10. Establishment. A school district, in
13partnership with other school districts, community colleges,
14universities, local industries and employers, unions, police
15departments, fire departments, and community-based

1organizations, may establish a career and technical education
2center that is eligible for a grant under this Act if the
3career and technical education center meets all of the
4following requirements:
5        (1) The career and technical education center must
6    have a minimum 5-clock-hour day, as required under Section
7    10-19.05 of the School Code, and be under the direct
8    supervision of teachers.
9        (2) The career and technical education center must be
10    at least a 2-year school.
11        (3) The career and technical education center must be
12    available for use by an affiliated community college for
13    adult learners within a school program for grades 10
14    through 12 that is organized around a career theme and
15    operated as a business-education partnership.
16        (4) The career and technical education center must be
17    a career-oriented program that uses the direct involvement
18    of local employers to provide students with the education
19    and skills needed for employment.
20        (5) The career and technical education center must be
21    a standards-based educational program that prepares
22    students both academically and technically for entrance
23    into postsecondary education or careers in a selected
24    field.
25        (6) The curriculum of the career and technical
26    education center must be based on the Illinois Learning

1    Standards and work-site training, which must provide
2    students with learning experiences for entry-level
3    employment in the local job market and lifelong learning
4    skills for higher education.
 
5    Section 15. Grants. Subject to appropriation or other
6available federal or private funding, the State Board of
7Education may provide grants to a career and technical
8education center that meets the requirements of this Act.
 
9    Section 99. Effective date. This Act takes effect upon
10becoming law.".
